Background: The project area came from the results of the Headwaters Drainage Study completed in 2024 involving the assessment of multiple watersheds to identify improvement opportunities to mitigate flooding and improve neighborhood level stormwater management (SWM) systems. The project area is located in the Muddy Branch (MB-5) watershed in the areas of County Housing Opportunities Commission (HOC) property and along Oakton Road, East Deer Park Drive and Tulip Drive. The drainage area of MB-5 is approximately 64 acres. Two storm drain system branches within the MB-5 area convey flow southwest in the storm drain system from the County HOC property and ultimately outfalls to Muddy Branch at South Frederick Avenue (MD-355). The storm drain system within MB-5 meets up with the MB-4 storm drain system at Woodland Avenue. The Headwaters Drainage Study consisted of several goals and objectives: investigate existing and new drainage concerns, identify storm drain pinch points, foster stakeholder engagement, and improve City climate resiliency. The intended concept result is to address localized flooding issues as well as provide water quality treatment for the City's Municipal Separate Storm Sewer System (MS4) permit. Scope: The scope will be to improve the SWM system and infrastructure at a regional neighborhood level to decrease flooding, improve climate resiliency, and create green infrastructure opportunities toward the City's MS4 permit. These improvements are intended to address localized flooding issues at the County Housing Opportunities Commission (HOC) property and along Oakton Road, East Deer Park Drive and Tulip Drive. The MB-5 watershed proposed improvements are categorized as MB-5-01, MB-5-03, MB-5-04 and MB-5-05. Improvements to the CSX culvert leading to EX-HW-3 will be performed by CSX and are outside of the scope of this project. The project is included in the City's 2027-2031 Capital Improvement Program (CIP). As of July 24, 2026, further details have not yet been identified. *Project information has been obtained through a public capital improvement plan (CIP).
