Renovation of a mixed-use development in Gaithersburg, Maryland. Completed plans call for the renovation of a laboratory facility; and municipal facility.

The Contractor shall provide the necessary supervision, management, personnel, materials, and equipment to perform repairs, renovations, and alterations to facilities and utilities. Representative bid-build scope of individual TOs may include: o Demolition, repair, replacement, modification, or addition to hydronic, plumbing, refrigeration, and steam/condensate piping systems including associated equipment. This may include campus distribution systems as well as building-level systems. o Demolition, repair, replacement, modification, or addition to air-conditioning/distribution and exhaust air systems and associated equipment. Work may include performing air and water balance of systems. o Demolition, repair, replacement, modification, or addition to air-conditioning/distribution control systems including direct-digital, electric, and pneumatic systems. o Demolition, repair, replacement, modification, or addition to utility metering and/or monitoring systems. o Demolition, repair, replacement, modification, or addition to fire sprinkler systems o Demolition, repair, replacement, modification, or addition to laboratory safety equipment such as safety showers and eye wash stations o Maintenance activities for air-conditioning/distribution equipment, exhaust air equipment, hydronic equipment, plumbing equipment, and refrigeration equipment o Demolition, repair, replacement, modification, or addition to electrical, communication, and fire detection/alarm systems when associated with work mentioned above o Demolition, excavation, repair, replacement, modification, or addition to site and building structures when associated with work mentioned above o Hazardous material abatement when associated with work mentioned above o Permit applications to regulatory agencies including completing applications from inception Contractor work will generally be performed in areas that are occupied by NIST employees and/or NIST associates and, accordingly, may involve phasing to maintain or limit disturbances to those occupants. Such restrictions will be identified in the scope of work for the individual TOs. Work shall be performed in accordance with the general requirements listed in the "Guidelines for OFPM Contractors Period of Performance: 10/01/2025 to 09/30/2028 NIST campus in Gaithersburg, Montgomery County, Maryland The contract period of performance is three years. Each TO will include its own specific period of performance All initial questions regarding this solicitation should be submitted to julie.morris@nist.gov, with a courtesy copy to joseph.widdup@nist.gov, so that the questions are received at those email addresses by 12:00 p.m. ET on July 28, 2025. CNST is replacing one Exhaust Scrubber System in kind to offer state-of-the-art facility improvements to the research community to support the advancement of technology. II. PURPOSE The Exhaust Scrubber System that serves Building 215 is at the end of its life cycle and is in need of replacement in kind. The Exhaust Scrubber System is currently available through the same manufacturer of the existing Exhaust Scrubber System. The Contractor shall provide mechanical construction services to remove and replace the existing Exhaust Scrubber System in kind. The form, fit, function, operating parameters, and capacities of the new Exhaust Scrubber System shall be the same as the existing Exhaust Scrubber System. Additionally, the construction shall have little or no impact to the 24 hour, seven days per week operation. Any disruption shall be coordinated for nights or weekends (off-hours). The time duration for this project from start to finish shall be no more than 300 consecutive days. PLACE OF PERFORMANCE NIST Gaithersburg Campus, Building 215 Regular Business Hours Regular business hours are Monday through Friday, 8:30 AM to 5:00 PM Eastern Time, excluding Federal holidays and NIST closures. PERIOD OF PERFORMANCE Period of Performance shall start after the following have been accepted/approved. Approval shall be within 10 days of contract award. _ All bonds _ All insurance documents _ Health and safety plan (activity hazard assessment based) Period of performance for this SOW shall be 300 days after notice to proceed. III. SPECIFIC REQUIREMENTS The following is a description of the work required for this project. The work shall include the following: _ The Exhaust Scrubber System installation shall be to the latest codes and standards at the time of award, to include requirements of The Environmental Protection Agency (EPA). _ Rigging for the following shall be performed by The Contractor: o Existing and new Exhaust Scrubber System o Existing and new steel support frames o Existing and new 300-gallon chemical mixing tank _ The Contractor shall be responsible for removing all crating and packaging of all new components. _ The Contractor shall dispose of the existing Exhaust Scrubber System including the existing 55-gallon chemical tank. This tank is located at the roof access area. _ Disposal and renewal of any chemicals for the existing and new systems shall be supplied and performed by NIST. _ The "Exhaust Scrubber System" to be supplied and installed by The Contractor, include the following sub-systems: o Steel Support Frame o Horizontal Scrubber o Recirculation Pumps (Qty-2) o Scrubber Control Panel o 300-gallon Chemical Mixing Tank o Piping and valves between the Chemical Mixing Tank and the Exhaust Scrubber Recirculation Pumps o Freeze Protection _ New electrical power conduit, cabling and circuit breakers shall be provided from the main power panel of the Exhaust Scrubber System and freeze protection. _ Existing ductwork shall remain up to the point of connection to the Exhaust Scrubber. _ The Contractor shall provide any ductwork transitions that the installation may require for a complete operational system. _ No roof modifications will be permitted. _ Construction shall be coordinated to provide minimal downtime and impact to NanoFab laboratory capabilities. _ Provide as needed support during vendor startup, training, and qualifying services. _ All contractor's and sub-contractor staff shall obtain Green NIST PIV badge with a higher security review for out of hours access. _ Weekly status/update meetings shall be conducted by the Contractor from date of award until final project acceptance. Safety on the NIST Campus NIST is committed to maintaining a work environment that safeguards the public and the environment, as well as personnel and property. The Contractor shall: Provide a detailed, site-specific Safety Plan to the contracting officer within 10 days after award that describes how the contractor will maintain a safe work environment and comply with applicable Occupational Safety and Health Administration (OSHA) standards, as well as with applicable state and local laws, standards, and codes. The Safety Plan shall specify how the company's policies and practices will comply with each of the applicable standards, laws, and codes. The contracting officer will provide written comments regarding the plan to the contractor within seven (7) days of receipt and will require the contractor to submit a revised safety plan within seven (7) days after that to the contracting officer for their review. This cycle may be repeated, if necessary, until the contracting officer determines the safety plan to be acceptable. Safety-Related Equipment The Contractor shall: Provide all safety-related equipment required to perform the work under this award, including personal protective equipment (PPE) and other equipment that is required or appropriate to protect contractor personnel and other personnel on the NIST campus. Contractor-provided personal protective equipment shall include, at a minimum, hard hats, safety shoes, safety glasses (prescription or standard), respiratory protection (powered air purifying respirator or full-face mask respirator), high visibility clothing and gloves that meet applicable OSHA standards for PPE. Training The Contractor shall: Provide safety-related training required by applicable OSHA, state and local regulations or standards to affected contractor personnel (including subcontractor personnel) that perform work under this award. Such training may include, for example, training for proper use of PPE, respirator use, fall protection, crane operation, forklift operation; electrical safety, or other safety-related topics. Maintain records of safety training provided to contractor personnel (including subcontractor personnel) that perform work on this award. The contractor shall make those records available to the contracting officer, contracting officer's representative for the award, or other authorized personnel within 7 days of receipt of their written request, and annually thereafter or upon request. Require contractor personnel (including subcontractors) to attend all required NIST specific health or safety training that is required by the award. Health Hazard Assessments and Medical Evaluations The Contractor shall: Provide required health hazard exposure assessments, medical evaluations and screenings, and exposure monitoring required by applicable OSHA requirements. Ensure PII information is protected. Homeland Security Presidential Directive (HSPD)-12 The Contractor (and/or any subcontractor) and its employees who require physical access to NIST facilities or logical access to NIST IT networks or systems must comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; OMB M-05-24; OMB M 19-17; FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors; NIST HSPD-12 policy; and Executive Order 13467, Part 1 _1.2. 5. Roster The Contractor (and/or any subcontractor) must submit a roster by name, position, e mail address, phone number and responsibility, of all staff working under this acquisition where the Contractor will develop, have the ability to access, or host and/or maintain a government information system(s). The roster must be submitted to the COR and/or CO within 14 days of the effective date of this contract. Any revisions to the roster as a result of staffing changes must be submitted within 14 days of the change. The COR will notify the Contractor of the appropriate level of investigation required for each staff member. If the employee is filling a new position, the Contractor must provide a position description and the Government will determine the appropriate suitability level. Position Sensitivity Designations Requirement All Contractor (and/or any subcontractor) employees must obtain a background investigation commensurate with their position sensitivity designation that complies with Parts 1400 and 731 of Title 5, Code of Federal Regulations (CFR). IV. GENERAL REQUIREMENTS Government Responsibilities The Government is responsible disposal and renewal of any chemicals for the existing and new scrubber systems. Government Furnished Property N/A Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor's expense. Performance Tests and Acceptance A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment. Ownership of the equipment shall transfer to NIST upon acceptance by the Government. The Government will test, inspect, and accept or reject the equipment within 10 days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer's and/or the Government's performance specifications. It is anticipated that the equipment will meet all manufacturer's specifications and/or the Government's performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document. REQUIREMENTS FOR CONTRACTOR PERSONNEL Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal. Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus. Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.
