**As of September 08, 2025, the project was awarded to Shelly & Sands, with an awarded amount of $6,210,833.30..** Mahoning Avenue Industrial Corridor Upgrade Project will include roadway upgrades for Mahoning Avenue, drainage improvements, Mahoning Avenue bridge replacement, asphalt overlay resurfacing, new aggregate shoulder, roundabout at Mahoning Avenue & Bailey Road, ADA compliant pedestrian crossings, intersection improvements, curb & gutter, guardrail, pavement markings and signage. The project will also include roadway upgrades and widening on Rosemont Road, underdrains, subbase, asphalt intermediate course, asphalt surface course, storm drainage and other related items. For all bids in excess of $75,000.00, a certified check representing TEN percent (10%) of the proposal, drawn on a solvent bank, and payable to the Mahoning County Treasurer, or a bid bond in the sum of TEN percent (10%) of the proposal in lieu thereof must accompany each and every proposal as a guarantee that if the bid is accepted, a contract will be entered into with the Board of County Commissioners, in the manner provided by law. A performance bond in the amount of 100% of the contract price will be required after the award of the contract. However, if the item bid is available for immediate delivery and specified as such in the bid, a performance bond will not then be required. A payment bond in the amount of 100% of the estimated cost of the work conditioned for the payment by the Contractor and all Subcontractors for labor performed and materials furnished in connection with the project involved. No bids may be withdrawn for at least sixty (60) days after the opening thereof. The Board of Mahoning County Commissioners reserves the right to reject any or all bids and to waive informalities.
