The Island County, Washington, Public Works Department, Solid Waste Division (County) is hereby soliciting proposals from qualified firms or individuals for recycling and transportation services on Whidbey Island. The County is seeking proposals from experienced entities that are operationally, technically, financially, and legally qualified to provide the required services. Award of contract is scheduled for October, 2025. The initial term of contract shall be for five (5) years commencing on January 1, 2026 with option to renew for up to two (2) additional terms of three (3) years each. Selection criteria may include, but are not limited to, cost of services; prior experience; management capability; method of approach; financial resources and stability; system reliability; project performance guarantees; technical expertise; environmental protection measures; consistency with comprehensive solid waste management plan; and as further described and provided in the RFP.
