Site work and new construction of a municipal facility in Saskatoon, Saskatchewan. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.
The Saskatchewan Research Council (SRC) is seeking proposals from qualified General Contractors or Construction Managers (GC/CM) to provide Phase I - Pre-Construction (Validation Phase) services for the planned construction of the Terbium Dysprosium (TbDy) Separation Unit. This facility, located within the Solvent Extraction Unit (SXU) Building at SRC's Rare Earth Processing Facility in Saskatoon, Saskatchewan, will support the extraction and refinement of high-value heavy rare earth elements, including terbium and dysprosium. This RFP covers only Phase I pre-construction services, including design validation, risk assessment, scheduling, and cost development. The successful proponent will be expected to submit a detailed Lump Sum (LS) or Guaranteed Maximum Price (GMP) proposal for Phase II construction, which may be awarded through direct negotiation, subject to performance and mutual agreement. Deadline for Proponent's Questions: July 21, 2025 Documents are available at www.sasktenders.ca As per Addendum 3, Proponents are asked to email their first and second preferred time slots, along with the number of expected attendees, to stephen.thomson@src.sk.ca, benny.enghida@src.sk.ca, and CC liam.hayward@src.sk.ca and purchasing@src.sk.ca. Responses must be submitted no later than 2:00 PM (CST) on July 21st, 2025. SRC will confirm the scheduled visit time and provide additional details by email The selected proponent will collaborate with SRC's internal teams and design consultants to validate engineering, schedule, and cost components of the project using a Collaborative Design and Build (CDB) delivery model. Phase I emphasizes early contractor involvement and integrated planning. Key Deliverables: o Design and Constructability Review o Analyze 60-90% design documents provided by SRC o Participate in co-located collaborative working sessions o Conduct constructability assessments and identify key risks o Coordinate with SRC's design workflows to integrate Proponent's feedback from design and constructability review into 3D model and design o Project Execution Plan (PEP) o Develop a complete execution plan including: o Quantity take-offs o Cost estimating and reconciliation with SRC's baseline o Scheduling and phasing analysis o Evaluation of cost and constructability options o Value engineering opportunities o Safety planning and site logistics o Risk mitigation strategy o Commercial Proposal o Develop and submit a detailed Lump Sum (LS) or Guaranteed Maximum Price (GMP) for the construction phase (Phase II) Pricing Structure: o Phase I will be completed on a not-to-exceed fee basis, proposed by the Proponent.
