Site work and paving for a road / highway in Pottsville, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.
All questions pertaining to the contract documents should be directed to the office of the ENGINEER. Bids for this Contract shall be accompanied by a Bid Security in the amount of ten percent (10%) of the Bid. The Work generally consists of furnishing all equipment and labor for but not necessarily limited to the following: 9.5MM overlay (9,2022 SY 3 locations), incidental milling and sealing. The full scope of work and the locations are further identified in the project documents. The municipality, through the CoStars contract, will purchase all bituminous materials. The contractor is responsible to haul all bituminous materials from the Pottsville Materials asphalt plant located at 2 E. Darkwater Road, Pottsville, PA. The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, and a Labor and Material Payment Bond, each in the amount of 100% of the Contract Price with a corporate surety approved by the Owner. The Norwegian Township Supervisors reserves the right to reject any or all Bids or portions thereof, and to accept any Bid, or portion of Bid, and the right to waive any immaterial defects in the bidding process, which in its judgment is in the best interest of the Township. 9.5MM OVERLAY a. The entire area must be power broomed by the Contractor prior to start of the project. Excess construction materials and debris are to be removed by the Contractor unless otherwise noted. b. Hauling only of bituminous materials to be purchased by the municipality, from the asphalt plant located at 2 E. Darkwater Road, Pottsville, PA. i. Pottsville Materials The Contractor shall be responsible to coordinate the availability of the materials with the Bituminous Material Supplier. ii. The contractor shall be responsible to provide weight slips for the materials delivered to the job site and obtain a daily Certificate of Material from the supplier. c. All hauling, placement and compaction shall conform to PADOT Publication 408 (most current edition). d. The contractor shall coordinate with all Utilities/Authorities/Municipalities regarding adjustments to existing manholes, water valve boxes, storm sewer inlets and other facilities within the proposed paving areas. The Contractor shall provide and install all required utility adjustment risers. The utility risers, excepting storm water inlet risers, shall be provided and installed to adjust the grade of the utility to be a minimum of _' and maximum of _" below the finished pavement surface adjacent to the utility. All utility risers and installation shall be incidental to paving. e. Storm sewer inlets shall receive milling of adjacent road surfaces or risers to provide a finished elevation 2" below the proposed finished paving. The change in elevation from the inlet to the surrounding finished road surface shall be achieved by tapering the paving from the inlet to the surrounding paving at a 1:24 ratio (minimum). f. All utility risers shall be of the type that insert into the existing frame of the utility (i.e. insert into the existing manhole frame, water valve box frame, storm sewer inlet frame, etc.). Utility risers with surface tabs are not acceptable. Utility risers shall be capable of accepting the existing cover (i.e. use of existing valve box cover, etc.). g. If the total depth of proposed paving is 1-1/2" or less, the Contractor may, if an existing storm water facility is at the grade of the existing paving, mill around existing storm water facilities to accept the specified paving depth while maintaining the tolerances in Section d. above. This option is limited to storm water inlets only.-14 h. Place paving at a depth to achieve a compacted depth as indicated by the Project Documents, drawings and details. All bituminous material shall be mixed, transported, placed, compacted and tested in accordance Pennsylvania Department of Transportation specifications and standards. (1). Bituminous curb shall be placed, as directed, with and be an integral part of the wearing course placement (not hand placed) and is incidental to paving. (2). Paving shall be placed, utilizing the bid quantity, to provide maximum use of the existing storm water facilities (inlets) via crowning the centerline of the roadway, building up specific areas to provide positive drainage to inlets, etc. (3). Paving placement depth variations pursuant to site conditions is incidental to paving. 2. BITUMINOUS TACK COAT (Incidental Item) a. Contractor shall supply all labor, equipment and material for the application of a tack coat in conformance to Section 460 of PennDOT specifications Form 408 and is incidental to paving. 3. PAVEMENT NOTCHES (Incidental Item) a. Milled Paving Notches i. ii. A 6' wide x 1.5" to 0" depth milled paving notch is required at the starting and ending point of all paving segments and at all existing paved roadways, non-residential driveways and all parking areas unless noted otherwise and is incidental to paving. A 2' wide x 1.5" to 0" depth milled paving notch is required at all residential driveways and is incidental to paving. b. All paving notches shall be tapered to provide a smooth transition from the existing to the proposed paving and maintain a uniform paving depth across the paving notch. c. Milling of driveway notches are to be done along all existing bituminous driveways and parking areas in a fashion that maintains the road slope and provides a smooth transition from the driveways to the shoulder or cartway. d. Maintain adequate reveal on curb cuts to prevent stormwater runoff from entering. e. The Contractor shall follow PennDOT Publication 408 and 72 standards for curb cut reveals (RC-64m). f. All pavement notches shall be considered incidental to pavement placement. 4. SEALING (Incidental Item) The Contractor shall obtain the required quantity of material, at the cost of the Municipality, and seal all seams of the patch areas. The municipality shall approve the quantity required prior to the Contractor obtaining the sealing material from the supplier. All joints at curbs, driveways, roadways, utilities, utility risers and tie-in at existing pavement surfaces shall be sealed using materials conforming to Pennsylvania Department of Transportation specifications and standards, Publications, Specifications and Guidelines. Seam sealing placement cost shall be incidental to all paving placement
