The Merced County Department of Public Works requests Proposals from Engineering firms to provide Project & Construction Management Services for the Inland Port at Castle Commerce Center Project in Merced County. Unsigned submittals or submittals signed by an individual not authorized to bind the prospective consultant will be considered nonresponsive and rejected. This RFP does not commit Merced County to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure, or contract for services. Merced County reserves the right to accept or reject any or all Proposals received as a result of this request, to negotiate with any qualified consultant, or to modify or cancel in part or in its entirety the RFP if it is in the best interests of the County to do so. The prospective consultants are advised that should this RFP result in recommendation for award of a contract, the contract will not be in force until it is approved and fully executed by the Merced County Board of Supervisors. The following information is being provided as a guideline rather than as a set of absolute deadlines. The County reserves the right to alter the schedule as necessary. Questions shall be submitted before 4:00 P.M. on July 24, 2025. Merced County expects to design and construct the Inland Port Project with state and local funds. In order to comply with state and local regulations and due to limited staffing and expertise, certain services will be contracted out. The selected consultant shall perform consultation, research, professional and technical services under the direction of Merced County staff. The County expects the consultant to subcontract with qualified firms to provide all the necessary services as needed to properly execute this project. The consultant selected shall provide PM/CM services for the Project and shall be responsible for the overall coordination of the Project through construction and be able to assist the County in keeping the Project on schedule. The Consultant shall coordinate its work with the County and designer throughout the life of the project. The Scope of Services includes key items of work needed to complete the PM/CM services for the Project. The scope of services described is intended to provide guidance only. The Consultant is strongly encouraged to propose and include innovative and other approaches that will benefit the project. Consultant, under the direction of the County, shall provide all resources necessary to successfully complete preconstruction support, construction management and closeout documentation for the Project.
