To prevent miscommunications, the Purchasing Division prefers that all questions be submitted in writing via email to: purchasing@visalia.gov Bid Intent Not Available City of Visalia is seeking proposals from qualified consulting firms to provide services to the City of Visalia to develop a Parks and Recreation Master Plan, Needs Assessment, and Park Impact Fee Analysis. The purpose of this project is to prepare a comprehensive plan that will guide the acquisition, construction, and maintenance of parks and associated recreation programs for the lifetime of the City's current General Plan. The Master Plan will conduct a recreation facilities and recreation program needs assessment that identifies the most appropriate locations for new parks and identifies and prioritizes improvements to existing park facilities and recreation programming. The right is reserved by the City of Visalia to reject any or all proposals, to waive any irregularities or informalities not affected by law, to evaluate the proposals submitted and to award the contract according to the proposal which best serves the interests of said City.
