RFP D/B -Design-build of Solar Pv System for the Regional Water Quality Control Plant Online Q&A Yes Q&A Deadline 08/06/2025 2:00 PM (PDT) The City of Riverside is seeking proposals from qualified Energy Services Companies (ESCOs) to provide comprehensive design-build services for an energy efficiency upgrade project at the Regional Water Quality Control Plant (RWQCP). This Request for Proposal (RFP) aims to select an ESCO partner to deliver a turn-key solution for the installation of solar photovoltaic (PV) carport shade structures and rooftop solar panels. The City of Riverside ("City") is seeking professional and qualified entities or individuals ("Company") to provide comprehensive design-build services for a "turn-key installation" project of solar photovoltaic (PV) shade structures carport at the City's Regional Water Quality Control Plant (RWQCP) to reduce energy related costs ("Project or Work"). The City anticipates selecting one company to complete the Project. The objective is to provide a total "turn-key" project that includes all necessary permits, equipment, materials, design, manufacturing and installation services. The Project shall require no upfront capital investment from the City. It will be funded through energy and operational savings, such as grants, rebates, tax credits, and other incentives identified by the Consultant. These savings are expected to cover the full cost of the Project within its useful life, after which it will continue to generate reductions in energy cost. This Request for Proposal ("RFP") will be the basis of the City's selection of an Energy Services Company (ESCO) partner to take the Project from conception through design, construction, commissioning and ongoing monitoring, measurement, and verification of guaranteed cost savings. The successful ESCO and all employees or agents shall secure and maintain in force such licenses and permits asrequired by law, including a City of Riverside business license. The City's goal is to implement energy efficiency while maintaining operational savings. The project entails providing comprehensive design-build services for the construction of solar photovoltaic (PV) carport shade structures and roof top solar panels at the City's Regional Water Quality Control Plant. The scope of work includes an assessment of the RWQCP to identify locations suitable for Solar PV Systems, in addition to the 2 parking lots already identified in the RFP (upper and lower parking lot). The scope of work also includes securing funding for the project and all necessary measures for project completion such as but not limited to geotechnical, structural, civil, and electrical plans and calculations. The project scope of work also includes providing a monitoring, maintenance and operation plan for the verification of guaranteed cost savings.
