As of 8/29/2025, rejection of the proposals is deemed in the best interest of the City, allowing time to review and refine the scope of work to ensure better alignment between design services and construction. It is the intent of the City of Bedford, Texas to select a contractor through a competitive proposal process to provide complete design and construction services for the development of four (4) outdoor tennis and four-six (4-6) pickleball courts for the City of Bedford, Texas. The project includes all sitework, design, engineering, permitting, construction, equipment installation, and project closeout. This will be a one-step process. The design phase will encompass, but is not limited to site analysis and planning, architectural and engineering design, permitting, and delivery of final design documents, including material selections, construction schedule, and logistics plan. The project is required to comply with the Texas Accessibility Standards (TAS) established by Texas Department of Licensing and Regulation (TDLR) under the Elimination of Architectural Barriers Act, Texas Government Code, Chapter 469 and Texas Occupations Code, Chapter 51. This includes tennis and pickleball nets, fencing, post tension concrete surfacing, striping, lighting, benches, trash receptacles and bike racks. Additionally, the scope will include site finishing work such as erosion control, and final site cleanup. The contractor is also responsible for performing material testing, conducting quality inspections, and ensuring that all courts comply with required flatness and drainage specifications. In total, the courts and additional amenities noted above will encompass the area required to construct four (4) tennis courts and four-six (4-6) courts. Total land available for project is approximately 4.5+- acres. The site is generally flat, though some earthwork will be required. Several mesquite and other trees-both specimen and non-specimen-are present, primarily concentrated through the center of the property, occupying approximately 35% of the land. The courts will be constructed on the east side of the site, where tree coverage is minimal. Standard above-ground utilities are located along the perimeter of the east side. An 8" water line and a sewer line run through the center of the property. All site conditions must be field verified prior to proposal submission..
