Engineering servicesfor water or wastewater system improvement loan through the Drinking Water State Revolving Fund, Clean Water State Revolving Fund or any other State Fundedprogram. The engineering services will be in accordance with the Arkansas Natural ResourcesCommission's requirements foreach SRF program and will consist of, but not be limited to thefollowing: 1. Preparation of a Pre-Application and Preliminary Engineering Report for the Water/Wastewater Advisory Committee and WaterPlan Compliance; 2. Preparation of EnvironmentalDocumentation; 3. Preparation of a SRF loan application to meet Capacity Development Requirements (financial,managerial, and technical capabilities for sustained operation); 4. Designing and preparingplans and specifications for thewater system improvements; 5. Preparation and implementation of an Operation & Maintenance Manual. Each interested firm will be required to submit one (1) copy of aStatement of Qualifications for the water or wastewater system improvement project that includes: 1. Identification of the legalname, office location(s), and principal owner(s) or partner(s) of thefirm; 2. A statement of the proposer'sunderstanding of the project; 3. A list identifying the location, owner, cost, brief description, and disposition of work which is comparative in nature to the projectconsidered under this proposal; 4. A resume of the qualifications and experience of eachmember of the proposer's staffand any other technical consultants who may be employed forthis project.
