Site work and new construction of a multi-residential development in Tracy, California. Completed plans call for the construction of a 70,641-square-foot multi-residential development; and for site work for a multi-residential development.

The Housing Authority of the County of San Joaquin and Delta Community Developers Corp, (collectively referred to hereinafter as "Authority") are seeking proposals from qualified and licensed General Contractors to construct a new 55-unit, three-story apartment complex called Tracy Apartments Phase 1 community located at 301 West Street, Tracy, CA 95376. All questions regarding this solicitation must be submitted online in two phases. First at 3:00 P.M. on Thursday August 7, 2025, and the second at 3:00 P.M. on Monday, August 18,2025. The Authority reserves the right to reject any or all proposals or to waive any informality in the bidding. NOTICE OF HUD SECTION 3 ECONOMIC OPPORTUNITY: This may be a Section 3 covered project and may be subject to the requirements of Section 3 of the HUD Act of 1968. The Authority encourages participation by certified HUD Section 3 businesses, as well as, minority-owned and women-owned businesses, and disabled veteran business enterprises SCOPE OF PROPOSAL/GENERAL SERVICES: The Housing Authority of the County of San Joaquin and Delta Community Developers Corp. (collectively referred to hereinafter as "Authority") are seeking proposals from qualified and licensed General Contractors to construct a new 55-unit, three-story apartment complex called Tracy Apartments Phase 1 community located at 301 West Street, Tracy, CA 95376. 2.1 GENERAL DESCRIPTION: Tracy Apartments Phase 1 is a new construction affordable housing project located at 301 West Street in Tracy, California. The development consists of a three-story, 55-unit apartment complex totaling approximately 28,360 square feet. The building includes 54 one-bedroom units and one (1) two-bedroom manager's unit, designed to meet the needs of low-income households. The construction type is VA (wood frame with fireresistance rating), and the entire building will be protected by an NFPA 13-compliant fire sprinkler system. The site, approximately 42,281 square feet, includes R-2 (residential), B (business), and S-2 (storage) occupancies, as well as associated open space and site improvements. As mentioned above, Delta Community Developers Corp. (DCDC) is a nonprofit affiliate of the Housing Authority of the County of San Joaquin. The development will be owned and operated by a limited partnership of which DCDC is the managing general partner. The construction contract and other project documents will be entered into by the selected proposer and DCDC. Prior to new construction, the project will require demolition of four existing buildings, including two (2) two-story 4-plex townhouses and two (2) single-story duplex units. The project scope includes all related grading, trenching, utility coordination and connections, fire/life safety systems, landscaping, and compliance with accessibility standards and green building requirements.
