Site work and paving for a mixed-use development in Lake Bluff, Illinois. Conceptual plans call for site work for a fire / police facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Preparation of Proposals Proposals which contain omissions, erasures, alterations, additions not called for, or irregularities of any kind may be rejected. All proposals shall include full information on the scope of services and proposed fees to accommodate the entire project scope as summarized within this Request for Proposals. Clarifications Owner reserves the right to make clarifications, corrections, or changes in this Request for Proposals at any time prior to the time proposals are opened. All Bidders or prospective Bidders will be informed of said clarifications, corrections, or changes. Owner reserves the right to accept any proposal that is, in its judgment, the best and most favorable to the interests of Owner and to the public; to reject the low price proposal; to reject any and all proposals; and to waive irregularities and informalities in any proposal submitted or in the request for proposal process; provided, however, the waiver of any prior defect or informality shall not be considered a waiver of any future or similar defect or informality. Bidders should not rely upon, or anticipate, such waivers in submitting their proposal 1) The construction documents shall be completed by no later than October 31st, 2025. 2) The bidding process shall start no later than November 10th, 2025 3) The contractor bidding shall be completed, and the bid opening shall occur no later than December 8th, 2025 4) Approval of the bid/contract shall occur no later than December 20th, 2025 5) Completion shall be defined as when the entire scope of work for the Project is complete and accepted by the LFPD. 6) It is anticipated that construction will be completed April-June, 2026 Introduction The Libertyville Fire Protection District (herein referred to as the LFPD) is requesting proposals from qualified firms (herein referred to as the Proposer) for engineering design and construction administration services for the rehabilitation of the existing fire station #3 parking lot and apparatus bay front and rear concrete pads located at 13415 Atkinson Road in Lake Bluff, IL 60044. Please refer to Exhibit B for the approximate project limits. The project is anticipated to consist of the following work (herein referred to as the Project): o Pavement Removal & Resurface of the existing asphalt pavement areas (thickness to be determined) o Concrete pads in front and rear of the station removed with installation of new pads (thickness to be determined) o Assessment of current pedestrian sidewalks and replacement of sections needed o Ensure proper ADA accessibility to the building and to the parking lot o Re-striping of pavement areas in accordance with current layouts o On-line hosting of contractor bidding with virtual bid opening o Include daily on-sight construction administration (CA) to ensure that project details and specifications are implemented and followed o Other associated items of work Proposal Requirements All proposals shall include all man-hours and costs associated with each task and a not-to-exceed overall cost. Each Proposer is encouraged to visit the site to become familiar with existing field conditions. The Proposer should account for the following tasks within the scope and fees of the proposal: o Topographic survey of the subject pavement and surrounding areas as needed o Parking lot cores and borings for milling and resurfacing strategy refinement (i.e. depth of milling and patching expectation), along with engineering assessment for strategy o Preparation of all applicable final engineering drawings, including specifications and standard details o Preparation of final quantities and contract documents to be used for contractor bidding o Preparation of exhibits and analysis of potential project phasing to accommodate staged construction as needed for fire station parking needs o Preparation and submittal of local construction permit application(s) o Preparation and submittal of a Watershed Development Permit application (if applicable) o Preparation of an Engineer's Estimate of Probable Cost o Hosting the contractor bidding process o Providing daily construction administration and observation throughout the construction process Selection Process The LFPD will review and evaluate all proposals in conformance with the requirements of this Request for Proposal and the proposed fees. The LFPD intends to make a final selection and award the contract by August 18th, 2025, with the selected consultant proceeding with services on September 1st, 2025. The LFPD reserves the right to reject any and all proposals.
