Renovation of a municipal facility in East Hills, New York. Completed plans call for the renovation of a municipal facility.
The Incorporated Village of East Hills ("VEH") seeks bids from qualified contractors to perform the work required and furnish the products necessary to upgrade the exhaust fan systems within the Village's Department of Public Works (DPW) and Sanitation garages. The building currently has two (2) exhaust fan systems: one in the DPW garage and one in the Sanitation garage. The garages are connected and are used to store departmental vehicles. The areas of the building contained in the projected works include two (2) garage bays, staff offices, break rooms and a locker room. This upgrade includes: installing a new exhaust fan in the DPW garage; installing a series of small exhaust fans located in the office spaces; replacing the controllers; and replacing a non-functioning louver. This project also includes the following work: removal of old controllers and installation of three (3) new Conspec Controllers with internal carbon monoxide (CO) and nitrogen dioxide (NO2) sensors; removal of existing manual timer switches and installation of new manual timer switches; installation of one additional 30-inch exhaust fan (with motor) and shutter, replacement of one 30-inch louver and motor; installation of three (3) new exhaust fans in staff rooms; installation of electrical conduits and all associated electrical work; restoration of all surfaces. All work must be completed by Monday, November 17, 2025, and contractor shall provide a 5-year warranty on all provided materials and all installations. A 3-year warranty bid alternate is also required. VEH accepts the substitution of equal or better products. All offers are subject to the final approval of the Board of Trustees of VEH, which shall determine the lowest responsible and responsive bid. VEH also retains the right, at any time before acceptance of the bids, in its sole discretion, to reject all proposals or to make any change(s) on one (1) days' notice by fax to those who have submitted bids. In addition, amendments will also be available at Village Hall. The bid may be cancelled or postponed for any reason VEH deems appropriate. All bids are subject to prevailing wage mandates and bidder must fulfill all terms and conditions required by law. All bidders must sign and notarize an anti-collusion statement. The Village of East Hills Department of Public Works (DPW) and Sanitation garages are important facilities where municipal vehicles are parked, started, and maintained on a daily basis. These garage spaces are connected to interior staff areas, including offices, break rooms, locker rooms, and bathrooms. This project seeks to improve the exhaust system within the garages and adjoining staff rooms by performing specifically targeted equipment replacements and new fan installations to improve air circulation in these spaces. The selected Bidder will furnish all materials, equipment, and labor necessary to complete the exhaust system and ventilation improvement work in full accordance with the specifications and directions from the Village and Village's Consultant. The general scope of the DPW and Sanitation Garage Ventilation System Improvements includes, but is not limited to: _ Disconnect and remove three (3) existing non-functioning dual-channel carbon monoxide and nitrogen dioxide controllers (Conspec P2065-D). _ Furnish and install at same locations three (3) new dual-channel carbon monoxide and nitrogen dioxide sensors/controllers (Conspec Optio PGM or approved equal UL 2075 listed) in accordance with manufacturer specifications and consistent with system design. _ Disconnect and remove two (2) manual timer switches located directly underneath two (2) of the controllers. _ Furnish and install (at same locations) two (2) Intermatic Spring Wound Timer: 1hr (Model Number FF60MC or approved equal) to override Controllers. Wiring and conduits in place may be used if adequate. _ Furnish and install electrical conduit and wiring to new controllers. Wiring and conduits in place may be used if adequate. Electrical connection testing and verification for each new controller is required to ensure full operational integrity with associated louvers and exhaust fans. _ Remove and replace one (1) malfunctioning louver and motor on the south-east side of the DPW garage. Louver to be replaced with o Dayton Louver Part Number 2OUA24 (29.5" x 29.5") or approved equal o Dayton Damper Actuator Part Number 20XG62 or approved equal _ Furnish and install a Canarm Shutter Mount Exhaust Fan Part Number AX30-2 (or approved equal), which contains exhaust fan, motor, shutter and shutter motor, to be placed on the north side of the building as indicated on Attachment 1. Includes removal of exterior wall as necessary for proper installation. _ Furnish and install a Broan Wall Mounted Exhaust Fan Model Number 509S in each of the following rooms (includes removal of exterior wall as necessary for proper installation): o Upstairs break room (above DPW office) - fan to be installed in exterior wall to vent directly outside. o Staff Breakroom (connected to DPW garage) - fan to be installed in exterior wall to vent directly outside o Staff Locker room (connected to DPW garage) - fan to be installed in exterior wall to vent directly outside _ Bidder to provide all manufacturer manuals and product materials that detail the operation of all parts installed.
