Site work and paving for a civil project in Clint, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The work under this contract shall be for furnishing all labor, materials, transportation and services for the construction and installation of the following work: The improvements for this project consist of the complete rehabilitation of the existing Lift Station No. 6. The work includes removal and replacement of various components, including discharge piping, pumps, pump bases, guide rails, wall sleeves, valves, chains, access hatch doors, safety grates, and related electrical, instrumentation, and mechanical equipment. A temporary bypass pumping system capable of approximately 3,100 GPM, along with temporary power, will be installed and operated to ensure uninterrupted wastewater service during construction. The wet well and valve vault will undergo full rehabilitation using a fiberglass protective coating system, and existing manholes will be rehabilitated with a cured-in-place liner. A new permanent bypass piping system will be constructed, which includes new piping, valves, a flow meter, and concrete vaults equipped with safety grates. The project also involves the removal and replacement of the hoist/crane and selected electrical components of the monorail hoist system. The hoist cabinet will be retrofitted as needed and will receive full surface preparation and a new paint/coating system. Additional site improvements include concrete hardscape restoration, landscaping rock installation, protective steel bollards, pavement restoration where necessary, and grading and drainage modifications. Electrical and instrumentation upgrades will include installation of a new permanent generator, SCADA system improvements, replacement of control panels, reconnection of the odor control unit, and coordination with El Paso Electric throughout the duration of the project. The project also requires the implementation of traffic control measures and pre- and post-construction video documentation of the site. Each Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security in the amount of five percent of the amount bid. The Successful Bidder states he or she must furnish a 100 percent (100%) Performance Bond and a 100 percent (100%) Payment Bond, in accordance with the Instructions to Bidders and the General Conditions. By submission of the bid, Bidder fully understands the requirements of the Contract Documents and agrees to comply with all requirements thereof. The Lower Valley Water District reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by Lower Valley Water District for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The Lower Valley Water District (LVWD) adheres to the Cone of Silence policy which prohibits any communication regarding the bid between potential bidders (and subcontractors) and LVWD Board Members, Staff, and assigned Consulting Engineers. The provisions do not apply to oral communications with Purchasing Agent or Administrative Analyst, provided the communications is limited strictly to matters of process or procedure already contained in the solicitation document, oral communications at pre-bid conferences, or communications in writing (email preferred) submitted to the Administrative Analyst in response to inquiries regarding the bid. In addition to any other penalties provided by law, violation of the Cone of Silence by any bidder shall render that bidder's bid voidable. Any person having personal knowledge of a violation of these provisions shall report such violations to the LVWD General Counsel and/or the Purchasing Agent in writing.
