Renovation of a detention facility in Bismarck, North Dakota. Completed plans call for the renovation of a detention facility.
The North Dakota Department of Corrections and Rehabilitation ("DOCR") is soliciting sealed bids from contractors interested in the removal and replacement of building plumbing systems (Administration Building & West Unit Housing Buildings) located at the North Dakota State Penitentiary in Bismarck, North Dakota. The nature of work will include the removal and replacement of identified plumbing systems as specified in the engineering project manual, plans, drawings, and specifications (Prairie Engineering Project #25572). Project must be completed by June 30th, 2027. Each bid must be accompanied by a separate envelope containing the contractor's license and full bid security. The bid security must be in sum equal to five (5) percent of the full amount of the bid and must be in the form of a bidder's bond as required by Section 48-01.2-5, North Dakota Century Code, and executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within 10 days after Notice of Award, shall execute and effect a contract in accordance with the terms of the bid, and a Contractor's Bond as required by Section 48-01.2-05 of the North Dakota Century Code and any deficient bid must be resealed and returned to the bidder immediately. Contractor personnel who will be performing work on site are required to complete a background check approval process in accordance with the Prison Rape Elimination Act (PREA) of 2003 and the FBI's CJIS Security Policy. All bidders must be licensed for the highest amount of their bid, as provided by Section 43-07-07 of the North Dakota Century Code. The bidder shall include a copy of his/her license or certificate of renewal thereof enclosed in the required bid bond envelope as required pursuant to section 43-07-12 of the North Dakota Century Code, as amended. Separate bids will be received at the same time on the following portions of the Work: General Construction Mechanical Construction Electrical Construction Each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent (5%) of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within 10 days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A counter signature of a bid bond is not required under N.D.C.C. 48-01.2-05. If a successful bidder does not execute a contract within the 10 days allowed, the bidder's bond must be forfeited to the governing body and the project awarded to the next lowest responsible bidder. The governing body reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received.
