Southern WI Regional Airport T-Hanger #6 Roof Replacement Rock County reserves the right to accept or reject any or all bids, to waive any technicality or error in any bid or part therein, and to accept the same or combinations, in whole or in part, whichever is deemed to be in the best interest of Rock County. The Work consists of metal roof panel replacement on Roof Area 1 at the T-Hangar #6 building at the Southern Wisconsin Regional Airport. B. The existing roof system consists of exposed-fastener metal panels installed directly over open steel framing (steel purlins). The overall scope of work involves removal of the existing panels and installation of new exposed-fastener metal panels over the steel framing, as further described below. C. The Work includes: 1. Installation of new perimeter sheet metal flashings and trim (rake edge flashing and ridge cap) with new prefinished galvanized sheet metal, as shown in the Construction Drawings. 2. Disconnection, modification, and reconnection of existing electrical conduit and fixtures mounted to the existing panels, as needed to properly flash the conduit with a pipe boot. D. The Work may also include: 1. Alternate Add #1: replacement of the roof panels on Roof Area #2 (South Building) E. The specification is based on use of MBCI PBR Panels, including DRIP STOP condensation control membrane. Contractor's wishing to use panels from another roof system manufacturer must gain prior approval, per the specified substitution request requirements. F. Interior Impact and Coordination 1. This facility is an aircraft hangar, with interior spaces utilized to store private aircraft and equipment. The underside of the existing roof system is visible from within the interior (no ceiling), so the removal and replacement of the existing panels will expose the interior to the elements and present risk of falling debris. As such: a. The Owner will handle temporarily moving aircraft and sensitive equipment out from below each day's work area. In order to ensure this takes place, and that no work is occurring above aircraft below, Contractor will be required to coordinate with the Owner on a regular basis and provide advance notice and regular updates as to what area(s) they will be working on each day, so that Ownership can plan accordingly and make arrangements to prepare the interior spaces that will be affected each day. b. In addition to the Owner's preparation of interior spaces, Contractor shall be extra cautious to prevent unnecessary debris from falling into the interior. c. Contractor shall ensure the roof is made watertight each day, with no spaces left open overnight. G. The Owner will not be responsible for any work associated with this project, except for the coordination and preparation of interior spaces, as described above. Contracts are awarded to the lowest, most qualified, responsible and responsive bidder on the basis of the base bid and full consideration of any or all alternatives, as may be in the best interest of Rock County. In determining the award of contract, Rock County will consider the scope of the work involved, time of delivery, competency of bidder, bidder's ability to render satisfactory service, and past performance. If two or more bidders submit identical bids, Rock County will make award to bidder of its choice and such decision will be final. Bids must remain in effect for 60 days from due date. Performance Bond is Required. All vendor-supplied materials, including the vendor's bid, become the property of Rock County. We will work with vendors to meet their confidentiality requirements if they are within reason. All vendor confidential material must have each page clearly marked as confidential. Wisconsin "Open Records Laws" apply. Rock County's determination to treat matters as public or confidential under the Wisconsin Open Records Law shall be final. Rock County will not be liable in any way for any costs incurred by the offerors in the presentation of their Bid in response to this Invitation to Bid nor for the presentation of their Bid and/or participation in any discussions or negotiations. Bids submitted shall be in strict compliance with the Invitation to Bid. Failure to comply with all provisions on the ITB may result in disqualification. Minority-Owned, Woman-Owned, and Small Business Enterprises are encouraged to respond to this solicitation. All bids must be received by the date and time in specifications attached. All questions concerning this Invitation to Bid shall be submitted to Purchasing Manager. No verbal explanation or instructions will be given regarding the meaning of the drawings or specifications during the bid period. Bidders shall bring inadequacies, omissions, or conflicts to Rock County's attention in writing by the question cut-off date and time. If necessary, answers to questions will be provided to all specification holders in the form of an addendum. Addendum will include a list of each question received and Rock County's response. Rock County reserves the right to accept or reject any or all bids; to waive any technicality or error in any bid or part therein, and to accept the same or combinations, in whole or in part, whichever is deemed to be in the best interest of Rock County.
