The City of Santa Barbara owns and operates the Cater Water Treatment Plant (Cater), a conventional water treatment plant that creates non-hazardous dewatered treatment solids (solids). The plant is located. The City is seeking a qualified contractor for the collection, removal, hauling and disposal of solids from the water treatment plant. All prospective bidders should carefully review the insurance, licensing, and permitting requirements of this contract prior to submitting. The City's water treatment plant is designed to generate alum based solids which are dewatered in large traditional drying basins. These basins require multiple truck loads to remove all the solid waste generated at a frequency of approximately 2 - 4 months dependent upon the time of year and the source water quality. In 2012 a solids dewatering facility was constructed at Cater, greatly reducing the time to dry a portion of the generated solids. Both processes continue to be used to dry solids at the plant requiring two solids hauling frequencies to be scheduled: 1) A single truck load 1- 4 times a month from the dewatering facility, and 2) multiple truck loads every 2-4 months from the drying basins. Due to the longer lead time, the multi-truck load removals will be scheduled at least 7 calendar days in advance. Bidders are hereby notified that any service purchase order issued as a result of this bid may be subject to the provisions and regulations of the City of Santa Barbara Ordinance No. 5384, Santa Barbara Municipal Code, Chapter 9.128 and its impending regulations relating to the payment of Living Wages. The initial contract will be for a one (1) year period from the date of the award. This contract can be renewed by mutual consent for 4 additional one-year terms.
