Site work, paving and new construction of a mixed-use development in San Diego, California. Working plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for the construction of a 1,500-space parking garage; and parking garage.

"The owner has determined a prequalified list of design build companies." GENERAL DESCRIPTION OF WORK: The La Jolla Health Campus Parking Structure project will be an approximately 1,500 stall parking structure located on University of California, San Diego's Health Campus at the corner of Voigt Drive and Voigt Drive. The project will be constructed on the existing P703 parking lot. Capital Program Management (CPM) will prepare a Detailed Praoject Program (DPP) which will be issued to prequalified Design-Build (DB) teams (Proposers) during the Request for Proposals (RFP) process. The DPP will include the program, budget, schedule, construction requirements, approved site boundary, and other design guidelines. PROCEDURES: The prequalification process will include Level I Submittals and will result in the selection of finalists who will be prequalified and will be issued proposal documents for this Project. The prequalified Proposers will submit cost and technical proposals. The technical proposals will be scored according to an established scoring system detailed in the RFP. The cost proposal will be divided by the DB team's score to determine a cost per technical point. The prequalified Proposer submitting the lowest cost per technical point will be the apparent low Proposer for the Project. A stipend will be distributed to responsive Proposers that are not awarded the project. The University's primary objective in utilizing the design-build approach is to bring the best available integrated design and construction experience to this project. The University strongly discourages Responders from establishing "exclusive" arrangements with subcontractors or with subconsultants currently. Only the names of the Architect(s) and Contractor(s) are to be provided in response to this Request for Prequalification. The University has determined that Proposers who submit proposals on this project must be prequalified. Prequalified Proposers will be required to have the following California contractor's license: GENERAL BUILDING CONTRACTOR, B license and be teamed with a California licensed architect that meets the specified requirements with design-build project requirements. Responding teams will be asked to demonstrate comparable project experience in the Request for Qualifications. Proposers are advised to carefully read the entire RFQ to ensure they understand the expectations and evaluation process to be used in the selection of the Design Builder on this project. The three (3) Design-Build teams who receive the highest number of points, based on the rating system established will be considered the "best qualified" teams and designated as the only teams eligible to participate in the Request for Proposal (RFP) process. These Design-Build teams will be issued RFP documents and will be invited to submit a proposal to design and construct the Project. Additional information and details regarding proposal preparation, submittal and the University's evaluation and award process will be provided to the prequalified Design-Build teams in the RFP and at a pre-proposal conference. The three (3) prequalified proposers will submit proposals that will be evaluated based on a scoring system to be published in the RFP. However, the University reserves the right to request, receive, and evaluate supplemental information after the above time and date at its sole determination. ESTIMATED DESIGN BUILD COST: $50,000,000 - $55,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
