Bid is cancelled. Modification to the solicitation reflects an extention of the solicitation closing date to 08 Aug 2025. ALL QUESTIONS to be submitted NLT 07 Aug 2025 @ 4:00 PM EST. The NAICS code SB size standard was also updated to accurately reflect 1300. All other terms and requirements remain the same. USCGC HADDOCK- PORT AND STARBOARD MDE CONCENTRIC EXHAUST RING, RENEW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This solicitation is issued as a Request for Quote Number 52000QR250020820. This procurement will be processed in accordance with FAR Part 12. The North American Industry Classification System (NAICS) is 336611. The small business size standard is 1250. This is a total small business set aside; all responsible small business sources may submit proposals that will be considered. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13. THE UNITED STATED COAST GUARD SURFACE FORCE LOGISTICS CENTER REQUEST THE CONTRACTORS TO PROVIDE PRICING FOR THE FOLLOWING REQUIREMENT: The contractor shall provide: USCGC HADDOCK- PORT AND STARBOARD MDE CONCENTRIC EXHAUST RING, RENEW A. REQUIREMENT: 1. The U.S. Coast Guard Cutter HADDOCK WPB-87367 requires contractors to renew the port and starboard MDE Concentric Exhaust Ring. *See attached SOW* 2. Location of Performance (FBO Destination) USCGC HADDOCK 2710 North Harbor DR San Diego, CA 92101 POC: MKC Carlos Nieves (718)807-8194 3. REQUIRED PERIOD OF PERFORMANCE: POP 08/15/2025 through 09/15/2025 Interested Vendors shall provide product/service details, Product Data Sheet, and cost breakdown IAW SOW for technical review. Vendors shall provide a detailed cost breakdown to include all the specifications to be reviewed by a technical rep. NOTE: The USCG/Government reserves the right to Award on an All or None Basis, i.e., the Government may issue a Purchase Order (PO) to the offeror that submits the lowest aggregate price, rather than issue a PO to each offeror based on the lowest quotation on each item. As stated below, the provision at FAR 52.212-2- Evaluation-Commercial Items-applies with the following addenda: Award of a contract will be based on the following criteria: The purchase order will be awarded as a firm-fixed price contract using simplified acquisition procedures in accordance with FAR Part 13.5. 1. Please provide any warranty information. 2. Vendors MUST be registered in www.sam.gov The USCG/Government intends to award a purchase order resulting from this synopsis/solicitation to the responsible contractor whose quote conforms to the solicitation and is most advantageous and the best value to the Government, price and other factors considered. Please Note: Interested Offerors having the expertise as required are invited to submit a Firm Fixed Price quotation that will be considered by the agency. Quotations must be submitted on company letterhead stationery and must include the following information: (1) Cost Breakdown (2) Unit Cost (3) Extended Price (4) Total Price (5) Payment Terms (6) Discount offered for prompt payment (7) Company Unique Entity ID (UEI) and Cage Code. Work to be completed at the following location: 2710 North Harbor dr San Diego, Ca 92101. POC - MKC Carlos Nieves: Cell: (718)807-8194 3.2. Service provider shall provide a certified Marine Chemist to gas-free Engine Room for Hot Work in accordance with SFLC Std Spec 0000. Ship's Force will provide fire watch. The vessel will be moored at 2710 North Harbor dr San Diego, Ca 92101 3.3. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. Contractor shall provide and schedule Marine Chemists to certify Engine Room Gas Free and Safe for Hot Work. 3.4. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following: o Exhaust piping o Exhaust bellows o Exhaust piping blankets and lagging o V-Band Clamps 3.5. Contractor shall perform all welding and allied processes, and non-destructive examination (NDE) in accordance with SFLC Std Spec 0740. 3.6. Using Coast Guard Drawings 87 WPB 259-001 as reference, the Contractor shall make repairs to the Concentric Rings on both main diesel engines and both ship service generators exhaust system and weld in new Concentric Rings provided by USCGC HADDOCK. 3.7. The Contractor shall conduct one of the non-destructive test methods described in SFLC Std Spec 0740 using appendix C as guidance. 3.8. After completing all authorized mechanical (i.e., threaded, bolted, etc.) joint repairs, the Contractor shall test the MDE exhaust system and cooling water operation using the system fluid at normal operating pressure. Ensure zero visible leakage from or deformation of mechanical parts by repairing all leaks and discrepancies. 3.9. The Contractor shall renew any disturbed insulation or lagging using Coast Guard Drawing 87 WPB 259-002 as guidance. 3.10. The Contractor shall prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs.) 3.11. CGC HADDOCK shall supply MDE Exhaust Concentric Rings.
