Request for Proposals for Professional Engineering Services for the Atlantic City Rail Station Pedestrian Improvement Project The Ducktown Community Development Corporation (Ducktown CDC) hereby request proposals from Consulting Engineering Services firms for the Atlantic City Rail Pedestrian Improvement Project connecting the rail terminal to the Arts Garage located at 2200 Fairmount Avenue. The Rail Station Pedestrian Improvement Project is the third phase of a comprehensive plan to improve economic conditions in Atlantic City. Phase 1 was funded by NJDCA and included sidewalks, lighting, and landscaping on the 2300 block of Arctic Avenue in the heart of the Ducktown Neighborhood. Phase 2 was funded by NJDOT and included streetscape improvements on the 2200 block of Arctic Avenue. This cost includes engineering, construction inspection, and construction. The Rail Station Pedestrian Improvement Project runs from the Rail Terminal along Arkansas Avenue to Baltic Avenue, then along Baltic Avenue to Mississippi Avenue. The Project includes sidewalks, trees, LED decorative pedestrian lighting fixtures, ADA improvements, thermoplastic crosswalk striping, audible pedestrian crosswalks, wayfinding signage, and associated improvements. Pedestrian improvements near of the transportation hub will improve access to transit. The City of Atlantic City has a commitment to growth in the area surrounding the Rail Terminal. This is clearly demonstrated by the approval of the development of Tanger Outlets, a sixty store commercial district located at the bases of the Expressway. All streetscape improvements will occur within public right-of-way. The South Jersey Transportation Authority owns some of the right of way. There is a great deal of community support as demonstrated by the resolutions from the governing body. This project will improve pedestrian safety and connections to transit. New pedestrian lighting will also be installed making it safer for residents to walk to the transportation hubs, shopping and dining destinations, and other key locations. The transit users experience will be enhanced by providing improved pedestrian access to the rail station and by improving the aesthetics and walkability.
