Renovation of a residential development in Richmond, Virginia. Completed plans call for the renovation of a residential development.

The intent and purpose of this Invitation for Bid is to solicit bids from responsive and responsible bidders for the TPO Roof Replacement for 1611 4th Ave for Richmond Redevelopment and Housing Authority (RRHA). The Contractor shall provide all labor, materials, insurance, bonds, transportation, etc. including, but not limited to the following. 1. General Description: The work includes all labor, materials, equipment, and supervision necessary to install a fleece-back Thermoplastic Polyolefin, (TPO) roofing membrane over the existing roofing system at 1611 4th Ave, Richmond, VA 23222. This work may also include replacing insulation or installing separator boards. The project shall comply with all manufacturer specifications, local building codes, and OSHA safety requirements. 2. Existing Conditions - The existing roof system consists of white membrane roofing. - The roof structure has concrete deck. - The roof will remain in place and serve as the substrate for the new overlay system. 3. Scope of Work 3.1 Preparation - Conduct pre-construction inspection to include an Infrared scan and document existing conditions. - Secure and protect all rooftop equipment to include the removal and replacement of the Lightning Arrest system as needed during the construction process. - Remove loose debris, dirt, and any materials that would inhibit adhesion or attachment of the new membrane. - Make minor repairs to existing membrane as needed for a smooth substrate (e.g., blisters, ponding areas, punctures). - Verify substrate suitability and slope for positive drainage. 3.2 Insulation/Separation Layer (if required) - Install a separator board or insulation (e.g., high-density Polyiso (polyisocyanurate) or cover board) per manufacturer's requirements if the existing membrane is incompatible or uneven. - Secure board using approved mechanical fasteners or adhesive as specified. - Replace any wet, damaged, rigid roof insulation as needed. 3.3 Fleece-Back TPO Membrane Installation - Install fleece-back TPO membrane (minimum 60 mil thickness) over prepared substrate using approved low-rise foam adhesive or mechanical fastening system, as specified by the manufacturer, to include coverage of all parapet walls to terminate under the coping. - Ensure proper overlap and heat-weld all seams using hot-air welding equipment. - Perform probe testing of seams to verify weld integrity. 3.4 Flashing and Details - Flash all penetrations, curbs, walls, and roof edges using pre-fabricated or field-fabricated TPO accessories, Utilize the existing gutter on the Elevator penthouse, replace all coping on the Elevator parapets. All questions should be submitted via email by the close of business of August 11, 2025 RRHA shall issue a notice to proceed and provide scope documentation. The Contractor shall begin roofing installation no later than the following business day and complete all work within ninety (90) calendar days, including final inspection and punch list completion.
