New Castle County is seeking sealed bids for Backwater Valve Installation, Bid # 26A-032 New New Castle County is seeking bids for on-call plumbing services to install backwater valves to prevent the public wastewater collection system from surcharging back into homes and businesses. The work includes investigation of piping locations and existing conditions, concrete saw cutting, installation of valves, piping, and fittings, restoration, and related work. Backwater valves will be installed on the interior and exterior of buildings and homes as conditions dictate. Work will be throughout New Castle County as the need arises. The electronic submission will be considered the original, and must replicate the printed hard copy, with all appropriate signed documents. If there are any discrepancies between the two submissions, the original (electronic) submission is considered the official version for purposes of evaluation. The hard copy is only reviewed if the electronic version cannot be viewed due to a technical issue. Delivery Method for Bid Submission Options: You can mail your bid submission to 87 Reads Way, New Castle, Delaware. However, it is recommended to use a carrier that can guarantee delivery and provide tracking information, so your bid submission packet arrives at the deadline date and time. You can deliver your bid submission packet in person prior to the Bid Opening to the Government Center, located at 87 Reads Way, New Castle, DE 19720 between the hours of 8 a.m. and 3:30 p.m. You can go inside the building to the lobby area and do either of the following: 1) call a member of Administrative Services at 302-395-5965 from the Lobby Phone or your cell phone, and have a Procurement representative meet you in the lobby and accept your bid packet and provide a receipt, or 2) you can ask the Receptionist to contact Procurement. Please remember on the bid opening date, your bid submission must be turned, to be accepted and you are welcome to attend the bid opening meeting at that time. Question Deadline 08/15/2025 at 12:00 PM ET Questions concerning the project should be submitted in writing via email to Robin Allen, Senior Procurement Agent, at robin.allen@newcastlede.gov BASIS OF AWARD The Division of Purchasing shall award this contract to the lowest responsible and responsive bidder(s) who best meets the terms and conditions of the bid. The award will be made on the basis of price, product evaluation, and prior history of service capability. The Division of Purchasing reserves the right to reject any or all bids in whole or in part, to make multiple awards, partial awards, award by types, award by sections, item by item, or lump sum total, whichever may be most advantageous to New Castle County. There is no guarantee that New Castle County will grant to any awardee any request for services and/or products. Pursuant to County Code, New Castle County reserves the right to purchase goods, contractual, and professional services from other governments and cooperative purchasing agreements when it is determined by the Office of Technology and Administrative Services to be in the best interest of the County. LENGTH OF CONTRACT From date of award to June 30, 2027, pricing shall be firm for the length of the contract. This contract may be extended for a period of three (3) years, one year at a time, by mutual agreement of both parties.
