The purpose of this Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple-Award Task Order Contract (MATOC) is to provide a wide range of design-build (DB) and design-bid-build (DBB) services for new construction, renovation, alteration, and repair of medical and related facilities for the Department of Health and Human Services (HHS)/Indian Health Service (IHS). Work will primarily be performed at various IHS facilities across designated geographic regions, including Albuquerque, Billings, California, Great Plains, Nashville, Navajo, Oklahoma City, Phoenix, and Portland Areas. Occasional work may occur in the Alaska, Tucson, and Bemidji Areas. Facilities include major medical centers, hospitals, healthcare centers, ambulatory and dental clinics, staff quarters, support facilities, and infrastructure such as sanitary sewer and water lines. The Government intends to award at least two or more IDIQ MATOCs per area, with up to twelve contracts total. Each contract will have a one-year base period and four one-year option periods, or until the $10,000,000.00 maximum capacity is reached. Contracts will include a guaranteed minimum order of $1,000.00 and task orders ranging from $1,000.00 to $5,000,000.00, with most exceeding $100,000.00. All task orders will be Firm Fixed Price (FFP). Set-aside designations for each area will be determined during source selection and may be designated as ISBEE or Small Business set-asides. Contractors must be registered in SAM.gov and monitor the site for amendments. The solicitation will follow FAR Part 15.101-1 Best Value-Tradeoff evaluation criteria. The seed project, Project # GP24KY301C06, involves modernization of the Kyle Health Center in Kyle, SD. Identified work includes lighting improvements, ductwork cleaning, sidewalk repairs, atrium window replacement, painting, wall protection, and outpatient department upgrades such as new flooring, casework, lighting fixtures, and ceiling tiles. The project does not pose an immediate threat to accreditation status. The period of performance is 365 calendar days after Notice to Proceed, with a price magnitude between $1,000,000 and $5,000,000. The NAICS code for the seed project is 236220, Commercial and Institutional Building Construction, with a size standard of $45 million. All offerors must submit a price proposal for the seed project to be considered for MATOC award. Location: Kyle Health Center, 1000 Health Center Road, Kyle, SD 57752. The price magnitude of the seed project is between $1,000,000 and $5,000,000. *The value for this project is based on a financial range.
