Site work, paving, outdoor lighting and renovation of a mixed-use development in Los Angeles, California. Completed plans call for the renovation of a educational facility; for site work for a educational facility; playground / park / athletic field; for outdoor lighting for a educational facility; road / highway; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.

Prime Contractors and MEP subcontractors previously prequalified during the Increment 1 Project procurement that remain in good standing do not need to be prequalified for the Increment 2 Project. Both scopes of work/Work Packages will be bid at the same time, and separate contracts will be awarded for each Work Package. All subcontractors shall be a licensed contractor pursuant to the California Business and Professions Code and be licensed to perform the work called for in the contract documents. Prospective Bidders and MEP subcontractors must be prequalified as noted below. Work Package 1: Amenities and Auxiliary Work; License Requirement: A and/or B Listed below, the scope of work is not all inclusive. Contractor to familiarize himself with the construction documents to provide fully operational project. 1. Playfield: Synthetic field turf, irrigation, drain system, fencing with gates 2. Basketball court: grading, striping, fence with gates, basketball boards and baskets 3. Lunch shelter: concrete courtyard, outdoor furniture 4. Landscaping: irrigation, tree planting, shrubs planting, elevated planters 5. Site work: finishing the asphalt cap over rough asphalt, striping, concrete sidewalks, curb and gutter, LID planter, signage, hardscape, SWPPP 6. Street work: remove and replace street sidewalk, curb and gutter, approach 7. Electrical site work: electrical enclosure, installation of pre-purchased switchgear, site power and lighting wiring in u/g conduits, outdoor lighting, power to lift stations, irrigation controllers, motorized gates, etc., miscellaneous electrical work 8. Plumbing site work: connect wet utilities with modular building 9. Low voltage electrical: access control, public annunciation system, site cameras installation, outside AV, phone 10. Miscellaneous metal: fencing, gates, poles, railings Work Package 2: "Photovoltaic System and Carport Assemblies"; License Requirement: B Listed below, the scope of work for bid package "Photovoltaic system and carport assemblies is not all inclusive. Contractor to familiarize himself with the construction documents to provide fully operational project. 1. Carports: footings, rebar, miscellaneous steel 2. Photovoltaic panels 3. Electrical connections Each bid must strictly conform with and be responsive to the contract documents as defined in the General Conditions. The Owner reserves the right to reject any or all bids or to waive any irregularities or informalities in any bidding or in the bidding. Each bidder shall submit with his bid, on the form furnished with the contract documents, a list of the designated subcontractors on this project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code Sections 4100 et seq . In accordance with California Public Contract Code Section 22300, the Owner will permit the substitution of securities for any money withheld by the Owner to ensure performance under the contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the Owner, or with a state or federally chartered bank as the escrow agent, who shall then pay such money to the Contractor. Each bidder s bid must be accompanied by one of the following forms of bidder s security in an amount not less than ten percent (10%) of the total bid price: (1) cash; (2) a cashier s check made payable to the Owner; (3) a certified check made payable to the Owner; or (4) a bidder s bond executed by a California admitted surety as defined in Code of Civil Procedure Section 995.120, made payable to the Owner in the form set forth in the contract documents. Pursuant to California Labor Code Sections 1720 et seq ., it shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract, including holiday and overtime work as well as employer payments for health and welfare, pension, vacation, and similar purposes. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. As a condition of submitting a bid for this Project, and in accordance with California Public Contract Code section 20111.6, Prime bidders that hold any of the following licenses must be prequalified by the Owner: A, B, C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46. Additionally, mechanical, electrical or plumbing ( MEP ) subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), must also be prequalified by the Owner. No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids. Separate payment and performance bonds, each in an amount equal to 100% of the total contract amount, are required, and shall be provided to the Owner prior to execution of the contract and shall be in the form set forth in the contract documents. All bonds (bid, performance, and payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. Any additive or deductive alternates to the base bid used to determine the lowest bid will be considered using the method specified in the Notice Inviting Bids set forth in the contract documents and in accordance with Public Contract Code section 20103.8. Each bidder must strive to meet goals and requirements relating to participation by Disabled Veteran Business Enterprises ( D.B.V.E. ), of three percent (3%) participation, established by the Owner, or make a good faith effort in respect thereto and provide the Owner with a report as to the actual participation at the conclusion of the Project. Any request for substitutions pursuant to Public Contract Code section 3400 must be made on the form set forth in the contract documents and included with the bid
