Miami and Erie Canal Tuscarawas Feeder Drain Improvements Summit County, Question Deadline 12/02/2025 Bidder shall submit a written Request for Interpretation, The A/E shall respond to RFIs received more than 7 days before the bid opening EDGE Participation Goal: 5.0% of contract Domestic steel use is required This project is located in Summit County at the Ohio and Erie Canal, 487-489 West Long Lake Blvd., Akron, Ohio 44308. The project involves the construction of The Tuscarawas Feeder Drain. Major items of work include: Dredging of the canal, installation of a stop log system and sluice gate, repairs to the outlet pipe, installation of gabion baskets, and construction of a plunge pool at the outlet. All work is to be completed under General Conditions Contract. Completion date for all work under this project is within 284 days of receiving the Notice to Proceed. The foregoing is for the purpose of acquainting prospective bidders with the amount of work involved in this project and is to be used as a guide in requesting documents for this project. Unit Prices & Lump Sums B. Related Provisions Specified Elsewhere C. Measurement and Payment A. Control of Water Plan: The Contractor shall prepare and submit a Control of Water Plan to the A/E for review and approval within 14 calendar days after the date of the Notice to Proceed. See 1.04 Submittals for additional information. B. General: Install or construct facilities, cofferdams, diversion channels, berms, sumps, siphons, and pumping facilities as required so that all construction activities can be performed in the dry. C. Responsibility: The Contractor is wholly responsible for designing and maintaining temporary diversion facilities, and for protecting the work area from flooding. Approval of the control of water plan submittal, as specified in this Section, will not relieve the Contractor from full responsibility for the adequacy of the diversion and protective works, or for furnishing all equipment, labor and materials, and performing all operations in connection with the diversion of flows during construction; nor shall such approval be construed as obligating ODNR for any loss or damage resulting from the diversion operations. D. The Contractor shall be fully responsible for the construction and maintenance of all temporary cofferdams required during any phase of construction. The Contractor shall also provide such temporary pumping, drains and sumps as necessary. A. This item shall consist of furnishing all labor, equipment, and materials necessary to create, maintain, and remove construction equipment and material to and from the project site, as shown on the plans and project manual. B. Installation and subsequent removal of temporary site access proposed by the Contractor and approved by the Ohio Department of Natural Resources (ODNR), shall be included as part of this item of work. Access shall include any and all work necessary to provide labor, equipment, and materials at the work locations depicted on the plansincluding installation ofstream crossings and access pointsto the work. C. Installation and subsequent removal of temporary staging and laydown areas. D. Installation and subsequent removal of temporary barriers and safety fencing. Contractor is also responsible to provide fencing or barriers in areas where public traffic is expected. The fencing or barriers shall divert the public from entering the construction area. E. Televising of site and haul roads as described in the Special Provisions. F. Televising and protection of all utilities onsite as described in the Special Provisions as well as the plans. The Contractor is responsible for locating and protecting all utilities to commencing work. G. Local roadway permits and/or bonding requirements. A. Prior to commencement of work, the Contractor shall prepare a sequence and milestone schedule to be reviewed and approved by the A/E and/or ODNR. The work shall be carried out in full accordance with the schedule. Deviation from the schedule is prohibited without approval from the A/E and/or ODNR. A. The Work shall consist of the disassembly or demolition, removal/relocation and disposal of items and structures at locations shown on the Contract Drawings, including: 1. Removal of the existing slide gate, stem, and actuator. 2. Removal of existing stop logs and hardware. 3. Sawcut and removal of the existing damaged downstream end of the feeder drain (Sawcut to neat lines then remove). 4. Removal of metal sheeting and bolts covering access hole. 5. Removal of metal deteriorated concrete inside the conduit shall be included in the concrete conduit repair bid item. 6. Jet cleaning to remove debris in the conduit. A. The design, fabrication, delivery and installation of two debris boom systems to be installed upstream and downstream of the Tuscarawas feeder drain outlet. Work includes: 1. Design of system by manufacturer including the anchor points 2. Debris boom, connections, grates, and manual winch 3. Installation of anchor points A. The Work shall consist of furnishing and placing the following items as shown on the Contract Drawings or as directed by ODNR: 1. Rock Construction Entrance 2. Filter Sock 3. Other measures to prevent erosion and sedimentation such as but not limited to: A. Silt Fence B. Check Dams C. Temporary Seeding and Mulching D. Pump and Pump Filter Bag E. Erosion Control Mulch Blanket F. Concrete Wash Areas G. Sediment Impoundments B. This section also includes the excavation, removal and disposal of sediment trapped by the erosion control devices. C. The Work shall consist of furnishing all labor, materials, and equipment and performing all work required to fully implement the erosion and sediment controls provided on the approved erosion and sediment control plans approved by the Ohio EPA. D. Implementation of any temporary crossings will be the responsibility of the Contractor and must conform to ODNR's "Rainwater and Land Development" manual. A. The work shall consist of furnishing all labor, equipment and material necessary to final grade, place topsoil, seed, mulch, fertilize, maintain and establish vegetation for the areas as specified herein. B. Provide a uniform cover of topsoil over earthfill and disturbed areas that has sufficient depth to establish vegetation. Dredging: The work covered by this section shall consist of furnishing all labor, equipment, and material required for the dredging the sediment within the area illustrated on the project drawings. Control of water shall be designed by the Contractor to allow the work to be completed safely; including any necessary diversions, berms, or dewatering. Erosion and Sediment Control shall be in accordance with Section 31 25 00 of these Specifications. Hauling of Sediment: The work covered by this section shall consist of furnishing all plant, labor, equipment, and material required for all activities associated with the hauling of sediment to the designated disposal site in accordance with the Contract Drawings and specified herein. It is the Contractor's responsibilities to locate, permit, construct, manage, and restore the disposal site and temporary haul roads. Disposal of Sediment: The work covered by this section shall consist of furnishing all plant, labor, equipment, and material required for all activities associated with the disposal of sediment at an off-site location as specified herein. It is the Contractor's responsibilities to locate, permit, manage, provide erosion control measures, and restore the disposal site.
