A timeline for the award has not yet been established.** Soccer Field Lighting Itawamba Community College (Fulton, Mississippi) Bid preparation will be in accor-dance with Section 00 21 13 - In-structions to Bidders, bound in the Project Manual. BID GUARANTEE: Proposals shall be submitted with Proposal Secu-rity in the form of Certified Check or acceptable Bid Bond in an amount equal to at least five per-cent (5%) of the base bid; such security is to be forfeited as liqui-dated damages, not penalty, by any bidder who fails to carry out the terms of the proposal. The Bid Bond, if used, shall be payable to the Owner. Bonds on the project must be received on or before the period scheduled for the project and no bid may be withdrawn after the scheduled closing time for the project. Bids must be firm for a period of forty-five (45) days after the scheduled time of opening. PERFORMANCE-PAYMENT BOND: A 100% Performance-Payment Bond issued by a surety company authorized to do business in the State of Mississippi will be required within ten (10) days after the suc-cessful bidder has been notified of the award of the contract to him. CERTIFICATE OF RESPONSIBILITY: All bids submitted by a prime or subcontractor for public works or public projects where said bid is in excess of fifty thousand dollars ($50,000) to perform contracts enumerated in Section 31-3-21, Mississippi Code of 1972, shall contain on the outside or exterior of the envelope or container of such bid the contractor's current certificate number. certificate number. No bid shall be opened or considered unless such contractor's current certificate number appears on the outside or exterior of said envelope or con-tainer or unless there appears a statement on the outside or exte-rior of such envelope or container to the effect that the bid enclosed therewith does not exceed fifty thousand dollars ($50,000). When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exte-rior of the bid envelope shall be deemed in compliance by including the same information as an attach-ment with the electronic bid sub-mittal. The Owner reserves the right to reject any or all bids and to waive irregularities. The sports lighting calculation zones will be for the following area(s): 1. SOCCER FIELD D. The primary goals of the sports lighting project are: 1. Guaranteed Light Levels: Selection of appropriate light levels impacts the safety of the players and the enjoyment of spectators. Therefore, the lighting system shall be designed such that the light levels are designed to meet IES class and/or NCAA standards that are appropriate for the level of play. Light levels shall not drop below specified levels per a eLight Level Guaranteei. 2. Environmental Light Control: The design must incorporate principles to reduce spill on the surrounding environment. As well as minimal glare for players, spectators, and neighbors. Design principles shall include adequate pole height to setback ratios, luminaire visors, luminaire louvers, and differing optic selection based on luminaire aiming. 3. The complete lighting system includes poles, luminaires, electrical panels, lighting controls, and engineered pole foundations. 4. Life-Cycle Cost: The lighting system shall be energy-efficient and cost-effective to operate. As well as include design principles to limit future maintenance. All maintenance costs shall be included in the bid and warranty per documentation. Life-cycle of the system begins when all poles are installed. 5. Warranty: The manufacturer shall offer a warranty featuring a 10-year warranty. The warranty shall include replacement parts and lift/labor per the manufactureris warranty documentation. 6. Transparent bid and publicly available documentation: In an effort for full transparency, all product specifications shall be public documents and available for review on the manufacturer's website. 7. Controls and Monitoring: The lighting system must be able to operate with or without controls and monitoring. If controls and monitoring is desired the lighting system must operate via DMX protocol and be capable of wired orwireless communication. The lighting system shall be capable of 0-100% Dim to Off control. Fully synchronized lighting scenes including lighting scenes programmed to preselected music must be included. The lighting system must allow for remote and onsite control and system status monitoring. 8. Manufacturer to provide 24/7 system support: including remote control and access by a professionally trained technician employed by the manufacturer and located in the USA.
