THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MG25Q0005 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-04. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for Landscaping/Grounds Maintenance Services at the NOAA Hollings Marine Laboratory , 331 Fort Johnson Rd. Charleston SC. 29412. The period of performance will be 9/23/2025 - 9/22/2026. All services rendered shall be in accordance with the Statement of Work and Service Contract Act, Wage Determination No. 2015-4427 Rev 31, Date of Last Rev. 07/08/2025. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on August 11, 2025; any award resulting from this RFQ will be made based on best value to the Government. Factors considered include Personnel Qualificfations, Technical Approach and Capability, Past Performance, and Price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov . Telephone inquiries will not be honored. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The anticipated award date is on or about September 10, 2025 The Government does not accept responsibility for non-receipt of quotes. It is the Contractors responsibility to request and receive a confirmation of the quote receipt. Offerors must submit all questions concerning this solicitation in writing to scott.beliveau@noaa.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The Method of Contractor Selection has not been determined at this Time.
