Construction services are required for infrastructure improvements under the City of Lansing's Combined Sewer Overflow (CSO) Control Program. The project involves eliminating combined sewer overflows by constructing a new dedicated sanitary sewer and rehabilitating the existing combined sewer into a dedicated storm sewer. Work will be performed within a two-block section of S. Washington Square between Kalamazoo Street and Allegan Street, and a two-block section of Ottawa Street between Capital Avenue and Grand Avenue. All activities will occur within the existing right-of-way, with no real estate concerns. The scope includes abandonment of deteriorated CSO, cured-in-place pipe lining to convert CSO into storm sewer, installation of new sewer and water lines, lateral line connections to existing buildings to separate roof drains from internal sewer lines, traffic control planning, and demolition and replacement of pavement with concrete. Construction may involve substantial trenching and excavation up to 30 feet deep. Temporary access, staging areas, and structures such as turnarounds, storage areas, access roads, and office facilities may be required, all located within approved project boundaries and outside any properties listed or eligible for listing on the National Register of Historic Places. Contractors must comply with security requirements including initial and annual suspicious activity reporting training, E-Verify employment eligibility verification, and adherence to Force Protection Condition (FPCON), Random Antiterrorism Measures (RAMs), and Health Protection Condition (HPCON) protocols. All personnel and vehicles are subject to search when entering federal installations. In Accordance With Far 36.204, Disclosure of Magnitude of Construction Projects, the Magnitude of Construction for This Requirement is Between $5,000,000 and $10,000,000. *The value for this project is based on a financial range.
