As of August 22, 2025, for the 2025 Pavement Maintenance Project, was awarded to El Grande Industries for $140,155.50 and the Long Alley Retaining Wall was awarded to El Grande Industries for $105,071.00 with a total awarded amount of $245,226.5. 2025 Pavement Maintenance and Long Alley Retaining Wall 2025 Pavement Maintenance Pavement Maintenance on various roads throughout the Borough including: 3,800 S.Y. of 3" Rotomilling, 345 L.F. of 24" Keyways, 400 S.Y. of Soft Spot Base Repair, 8 Each Inlet/Manhole Adjustments, 1,100 L.F. of 6" x 18" Bituminous Wedge Curb, 645 Tons of 2 1/2" 19 mm Superpave Bituminous Binder, 3,800 S.Y. of 19.5 mm Superpave Wearing Surface, Traffic Control and Restoration. Long Alley Retaining Wall - Retaining Wall Project involving installation of approximately 900 S.F.F of Segmental Retaining Wall having Cobbled Finished face, 130 L.F. of Poured in place concrete cap on Segmental Retaining Wall, Bulk Excavation and Grading, 150 L.F. of Schedule 60 PVC Pipe for drainage of wall underdrain, 90 S.Y. of Pavement Reconstruction consisting of Class 4 Geotextile Fabric and 6 of 2A Stone Subbase, 6" of 19mm Superpave Binder, 130 L.F. of 6" x 12" Bituminous Wedge Curb, 130 L.F. of 4" High Vinyl Chain Link Fence, Erosion Controls, Traffic Control, Clearing and Grubbing, Site Restoration, and Seeding. All bidders for the bituminous paving project shall be PennDOT pre-qualified and submit their PennDOT Pre-Qualification Certificates as well as the Non-Collusion Affidavit with the Proposal in order for the Proposal to be considered responsive. All bidders must be PennDOT pre-qualified as a prime contractor and meet the work classification codes of E, F, and F1. All bids submitted must have the contractor's valid pre-qualification certification attached to the outside of the bid or it will be rejected. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of North Charleroi Borough in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to North Charleroi Borough, Washington County, Pennsylvania, and shall remain firm for a period of ninety (90) days. No Bidder may withdraw his Proposal during the ninety (90) day period without forfeiting his Bid guarantee. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. The Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Borough will award the contract to the lowest responsible bidder based on the total bid submitted. However, the bidder is advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder for a contract for all or any portions of the work listed in the proposal and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract priced will be determined from the total quantities for each item listed and the unit price bid for each item listed.
