Renovation of a military facility in Aberdeen Proving Ground, Maryland. Completed plans call for the renovation of a military facility.
This Amendment 1 is to answer a question received - Q1 - We have some product maybe around 15% that is currently TAA complaint but BAA complaint. The remainder of the product we are providing / proposing is BAA complaint. A1 - BLUF: BUY American.........See below. TAA compliance, under the Trade Agreements Act (19 U.S.C. 2501-2581), generally means that products sold to the U.S. government must be manufactured or substantially transformed in the United States or a designated country. This promotes fair international trade and open competition. BAA Compliance, or Buy American Act Compliance, requires the United States government to buy domestic end products for use inside the United States. This is a solicitation for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Procedures and as supplemented with additional information included in this notice. This solicitation will utilize simplified procedures for soliciting competition, evaluation, award documentation and notification that comply with FAR 13.1. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation number is W91ZLK-25-Q-0EWC. It is the Government's intent to award a firm-fixed-price purchase order. This requirement is set-aside 100% for small businesses; all qualified Contractors are encouraged to submit a quote. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 337211, with a small business size of 1000 employees. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the Project Manager, Electronic Warfare & Cyber (PM EW&C) is seeking Contractors to provide furniture and installation in accordance with the specifications listed in the Request for Quote (RFQ). Please see Attachment I Statement of Work and Drawing. The Contractor shall specify delivery and installation date estimates after receipt of order, unit prices, extended prices and commercial warranties with quote submissions. Quotes shall specifically address each requirement listed on these documents. Partial quotes will NOT be evaluated by the Government. All equipment WITHOUT EXCEPTION must be new and any manufacturer's warranty information must be included. All submissions must be BAA Compliant and clearly annotated on the quotation. Delivery and Installation will be made FOB Destination to: Building 6006: Project Manager, Electronic Warfare & Cyber 6580 Surveillance Loop Building 6006, 3rd Floor Aberdeen Proving Ground, MD 21005 SITE VISIT: A site visit is scheduled for Tuesday, August 5, 2025, 9am EST. If you plan to attend the site visit, please submit your name and contact information to Ms. Toni Foster, toni.m.foster.civ@army.mil NLT 11am EST Monday, August 4, 2025. No more than two (2) representatives per company shall be allowed on the site visit. It is the Offerors responsibility to plan to arrive early enough to process through the Aberdeen Visitor Center and arrive at the site NLT 9am. It is highly recommended that the Offeror should visit the site and take such steps as may be necessary to ascertain the nature and location of the work and the general and local conditions that may affect the work or cost thereof. The site visit is mandatory. Failure to attend will not relieve the Offeror from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government will assume no responsibility for any understating or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quote (RFQ), the specifications or related documents. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. The non-cost factors are the technical requirements, in accordance with Attachment I and delivery date. The order will be awarded to the Lowest Price Technically Acceptable (LPTA) offer. The technical evaluation will be a determination based upon information provided by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make award without discussions. Late submissions will not be evaluated. All quotations from responsible sources will be fully considered. Contractors who are not registered in the System for Award Management (SAM) database prior to award will not be considered. Create a Small collaboration space - Remove cabinets & add power to the bottom of outside cube - Add small tables and chairs; raise cube walls to the right/left. - We may need power whips etc. B. Add return to make cube usable C. Add walls between cubes (match color closely) D. Add cubes that closely match the current color and style (for cubes installed against the window, include hanging side shelves like the others) E. Rotate cube from current key direction to face out. (13, 16, 18, 19, 24, 25, 27, 33, 44, 47) F. Conference room - New Conf Room table and chairs (new setup match to operator table on side - long table down center of room); Rm size 22ft by 28 ft pillar to pillar - center room pillars are 19 in deep, closet is 39 in deep G. PM Office -- new office furniture - Meeting table and desk (new setup need to see options) -- Rm size 14ft 6in by 13ft 6in H. Collaboration room - add small table and chairs - about 6 seats (new setup- need to see options) -- Rm Size due to pillar is odd; see dimensions on page 2 I. Chairs: Qty = 30 each, Style = UXO type (mid back) Information: A freight elevator is available at 6006. Only US citizens can deliver and/or install in building 6006 General Requirements Furnish "turn-key" installation services to prepare the collaboration area, office spaces, and cubes for immediate use. Services shall include site preparation; unpacking and inspection of product for shipping damage; return and replacement of any damaged goods, installation of product to conform to approved installation drawings; trash removal and recycling (as appropriate) of packing materials; and cleaning of the site and installed product. Provide a master cabinet key for installed cubicles. Installation Requirements a. The contractor's furniture installation tasks shall require the following: securing space to prevent damage from furniture delivery and installation, furniture delivery, staging, installation, and site cleanup; electrical, network and telecommunication coordination as/if required; product cleaning, inspection, and punch list preparation; punch list completion and acceptance by PM EW&C. b. The contractor shall perform the furniture installation in compliance with all state, local, and federal building codes, local ordinances, and regulations. c. The contractor shall perform the furniture delivery and installation during regular business hours to the extent possible. Coordinate site activities with PM EW&C. d. The contractor shall designate a Project Manager (PM) who will be responsible for coordination with PM EW&C RMD Division. The individual should have the authority to make decisions required for the Project. The contractor shall ensure that the PM has knowledge of security procedures, site access and access to key personnel including sub-contractors, manufacturers, and delivery contractors. Field Work a. The contractor shall survey existing conditions and ensure that no damage occurs to the buildings, finishes and furnishings in the space during the installation work. The work area shall be kept clean and adequate means of egress shall always be maintained. Building utility services shall not be interrupted without prior arrangement with PM EW&C. b. Prior to installation, the contractor shall verify wall partitions and telecom, electric and data boxes for coordination with proposed furniture. The contractor shall install all components and accessories necessary to complete the collaboration area in accordance with the approved final installation plans and the manufacturer's warranty and specifications. The contractor shall touch-up all nicks and scratches that may have occurred during installation, clean or replace fabrics that may have been marred or torn during installation and vacuum all areas with contractor furnished heavy duty vacuum cleaner during and at the end of installation. c. The contractor shall furnish all labor, supervision, materials, supplies, tools, equipment, and expertise necessary to perform the installation of all furniture. The contractor shall work in coordination with PM EW&C RMD and other project team members. d. All contractors performing on-site labor shall be required to adhere to all access requirements for US Military Installations as well as obtain a visitor security badge and have it displayed at all times while in Building 6006. e. The contractor and a Government representative shall conduct an installation walkthrough before the installation date and prepare a list which annotates any pre-existing damage. The contractor and Government representative shall sign off on this list. f. At the time of substantial completion of the installation of all furniture, the contractor shall review the installation with PM EW&C RMD and prepare a punch list of any problems that need to be corrected. The corrections should be made within five (5) working days of completing the installation. The contractor shall also address any damage caused due to delivery, handling, or installation of furniture. g. After the installation of each phase, the contractor and Government representative shall jointly conduct a punch list and another walk-through and annotate any new damage at the new location. PM EW&C is looking for work to begin no later than October 2025.
