During Hurricane Milton, the timber observation pier over the Halifax River was compromised at the east side of Sickler Park. The work on the observation pier is to generally include replacing the timber bents, joists, deck boards, railings, and three light assemblies. The existing timber piles of the damaged pier appear to be in acceptable condition, so the replacement bents and joist will be reattached to those piles. Contractor to apply Loctite 271 to all new through rods. There was approximately 102 LF of a 2 FT tall concrete seat wall that was damaged. This wall will be reconstructed with split face concrete block and finished with a 3" thick cap. In addition, five existing parking spaces were slightly undermined, so 180 SF of base and asphalt is to be replaced. Each parking stall will be restriped, and a curb stop will be placed. Approximately 5,456 SF of upland is going to be filled, compacted, and graded, including the installation of geotechnical mat and finished with sod. Approximately 107 LF of aluminum picket handrail is to be replaced along the existing seawall. Marine protection signs and monofilament recycling bin and signage installation will need to be completed. Contractor to acquire necessary permits from the City to complete the project. This project should qualify for partial FEMA funding. Project timeline is 90 days to Substantial Completion and 120 days to Final Completion. Additional specs and plans located in Section 11: Attachments. The City will reject Bids which contain modifications, qualifications, or exceptions, or which are incomplete, unbalanced, conditional, obscure, or which contain additions not requested, or irregularities of any kind, or which do not comply in every respect with these Instructions to Bidders and the Contract Documents, unless the City in its sole discretion determines that the non-compliance is minor. The City does not bind itself to accept the minimum Bid stated herein, but reserves the right to accept any Bid, which in the judgment of the City will best serve the needs and interests of the City. The City will reject Bids which contain modifications, qualifications, or exceptions, or which are incomplete, unbalanced, conditional, obscure, or which contain additions not requested, or irregularities of any kind, or which do not comply in every respect with these Instructions to Bidders and the Contract Documents, unless the City in its sole discretion determines that the non-compliance is minor. The City does not bind itself to accept the minimum Bid stated herein, but reserves the right to accept any Bid, which in the judgment of the City will best serve the needs and interests of the City. The Bidder must submit Bid Security equal to 10% of the Bid. The Bid Security will be in the form of a Bid Bond or any of the following alternate forms: a certified or cashier's check, an irrevocable letter of credit, or money order. Any Bond Security provided must be in the original form; copies are unacceptable. The City has the right to retain the Bid Security as liquidated damages should the Successful Bidder fail to comply with the terms of the bid. The City will return the Bid Security to unsuccessful Bidders after the Contract award. Any Bid Bond provided must be in a form approved or provided by the City and must be accompanied by sufficient evidence of the issuing agent's authority. The Surety company executing the Bond must be authorized to do business in the State of Florida. If the Bid Bond is in an amount greater than $5,000.00 the Surety company executing the Bond is listed by the United States Treasury Department as being approved for writing bonds for federal projects on its current list in an amount not less than the required Bond amount. A 10% Bid Bond is required for all Construction projects. An AIA Bid Bond is acceptable. A fully executed, signed copy MUST be submitted with bid submission. The hard copy is to be mailed to and received by The City of Daytona Beach Purchasing Department PRIOR to the stated bid deadline. The successful Bidder will be required to furnish separate 100% Performance and Payment Bonds unless the Contract price is less than $100,000. All Bonding shall be in accordance with 255.05, F.S. The City refers the use of the insurers bond forms at this time. The City of Daytona Beach is hereby soliciting responses from interested parties to provide repairs and reconstruction at Sickler Park, including restoring the timber observation pier, rebuilding a damaged seat wall, repairing undermined parking spaces, grading and sodding upland areas, replacing handrails, and installing signage and marine protection features
