Pre-Qualification:Yes Question Deadline 08/18/2025 All questions regarding this IFP are to be directed only to the IFP Administrator Name: Sally Amoe Phone: 651-602-1238 E-mail: sally.amoe@metc.state.mn.us The Metropolitan Council (Council) is soliciting Prequalification Submittal Documents (PSD's) for the purpose of establishing a list of prequalified SPECIALTY CONTRACTORs to provide the construction work required to complete the dewatering and tunneling portions of the Council's Grass Lake Interceptor Relocation project. The purpose of this Invitation for Prequalification (IFP) is to develop a list of SPECIALTY CONTRACTORs with previous experience in the successful performance of similar work from which to request bids. PSD's may be submitted for either or both the of the following specialities: Dewatering, Pilot Tube Microtunneling. The prequalification for dewatering and for tunneling will be used to create a list of prequalified SPECIALTY CONTRACTORs that will be allowed to perform the work of the dewatering and tunneling portions of the Grass Lake Interceptor Relocation project. The project will include both tunneling and open trench installation and manhole installation for regional interceptor sewer. The project is located in Shoreview, Minnesota, on the east side of Grass Lake. Dewatering The proposed sewer work includes installing approximately 4,700 lineal feet of cut and cover sanitary sewer interceptor and 350 lineal feet pipe-jacked tunnel. Pipe invert depth ranges from 13 feet to 45 lineal feet below the ground surface. The interceptor will be constructed under parklands and wetlands. The interceptor will be constructed in coarse and fine alluvial soils primarily consisting of poorly graded sand, sand with silt, and silty sand. The groundwater level is expected to be 10-ft to 20-ft above the interceptor invert. Dewatering consisting of deep wells or well points will be required to construct the interceptor. Tunneling The tunneling work includes installing approximately 350 lineal feet of 42-inch to 48-inch diameter casing. Casing invert depth ranges from 13 feet to 24 lineal feet below the ground surface. The tunnel will be constructed under wetlands. A 36-inch RPMP carrier pipe will be installed inside the casings. The tunnel will be constructed in coarse and fine alluvial soils consisting of poorly graded sand, sand with silt, and silt . Blow counts ranging from 1 to 21 blows per foot. The groundwater level is expected to be 10-ft to 12-ft above the casing invert. Tunneling method currently being considered, and for which qualifications are requested by this solicitation is pilot tube microtunneling with powered cutter head. The tunneling method is defined in Attachment 4..
