Site work and paving for a mixed-use development in Abilene, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
As determined by the City Manager, as delegated by the Abilene City Council pursuant to Resolution 62-2016, the City of Abilene will utilize the "best value" competitive bidding method in determining the award of the contract, as authorized by Chapter 2269, Texas Government Code. In determining the award of the contract, the City of Abilene will consider the following criteria: 1. the price; 2. the offeror's experience and reputation; 3. the quality of the offeror's goods or services; 4. the impact on the ability of the City of Abilene to comply with rules relating to historically underutilized businesses; 5. the offeror's safety record; 6. the offeror's proposed personnel; 7. the offeror's past working relationship with the City of Abilene. Performance and Payment Bond information is found in the Instructions to Bidders. All bids must comply with specifications. All bids must remain open for 60 days after bid opening. The City will award the contract to the lowest responsible bidder who provides the "best value" to the City. The City reserves the right to reject any or all bids and waive any formalities and technicalities. This Item shall govern for the repair ofpavement disturbed in areas where minor repairs have been made to water or sewer lines. Small Watercut pavement repairs shall be defined as any areas oflessthan 40 square yards ofcontiguous disturbed area. The intent ofthis item is for the proposed pavement surface to match the existing adjacent pavement surface. All work shall be performed in accordance with the details shown on the plans and the requirements of these specifications. This Item shall govern forthe use of a standard vacuum truck by the contractor to be utilized for dust control purposes on an as needed basis on the City’s annual Water Department Street and Miscellaneous Repair Work project. The intent ofthis item is for the contractorto utilize this truck upon notification from the City Engineer, or his authorized representative, to control dust on areas ofdisturbed pavement that are still under the control ofthe Water Department. This item does not alleviate the contractor from his responsibility to maintain disturbed pavement areas on areas where responsibility has been previously transferred to the contractor by the Water Department for repair. This Item shall govern site clean-up on an as needed basis on the City’s annual Water Department Street and Miscellaneous Repair Work project. The Site Clean-up involves the use ofmachinery, vehicles, equipment, tools, and manual labor as necessary to clean the work site and other affected areas ofresidual earthen debris and materials resulting from water utility operations and maintenance activities such as making emergency repairs. The work shall include the removal of excess wet and/or dry material from curbs and gutters, drives, streets, parking lots, and other hard surfaces as directed by the City, and done to the satisfaction ofthe City Engineer, or his authorized representative. This Construction Contract involves but is not limited to the on demand repair of existing portions of streets that have been damaged by the replacement of water lines. The streets in this contract are those within City Limits located North of the Union Pacific railroad tracks. The repair work details are shown on the Typical Section Sheet. There may also be sidewalk repair, curb and gutter repair and concrete alley apron repair as necessary. The contractor will be paid monthly for the work performed during the previous month. This repair will be determined by the City of Abilene Water Department and sent to the contractor as they become available. The basis for payment under this contract is the unit price method. Payment will be for the actual amount of work done and material furnished.
