Site work, paving and outdoor lighting for a mixed-use development in Schaumburg, Illinois. Conceptual plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; bridge / tunnel; and bridge / tunnel.

This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 28, 2025, at 1:00 PM at the Region One/District One Office in Schaumburg. Phase II engineering services are required to provide services related to contract plan preparation for road and bridge improvements, development of specifications and estimates, plan review, and surveying on various projects in District One. Work orders may include the preparation of contract plans for various projects involving roadway, bridge repairs and improvements, drainage improvement plans, preparation of miscellaneous roadway plans and structure details, lighting plans, traffic signal plans, ADA ramp details, review of plans by Consultant and local agency consultants for roadway and rehabilitations projects, obtaining pavement composition cores for resurfacing projects and geotechnical borings for structure design, geotechnical reports, and providing supplemental roadway and bridge deck surveying for various projects. The primary focus of the scope of work order will be contract plan preparation for roadway related projects. A significant volume of tasks will involve extensive Accessible Pedestrian Signals (APS). The selected Consultant is expected to meet the department's need by ensuring that a considerable portion of work is dedicated to the completion of signal-related tasks. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in the Special Services (Construction Inspection) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
