This project requires 21% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on November 13, 2025, at 10:30 AM at the Region One/District One Office in Schaumburg. Phase I/II/III engineering services are required to support the Roadside Development Unit and Support Section. Six (6) to twelve (12) landscape architects/technicians/erosion and sediment control specialists/soil specialists/arborists, administrative support staff, and technical personnel responsible for clerical functions, budgeting, accounting, asset management, and equipment tracking are anticipated to be required during 2026 through 2031 season. Typical assignments include but are not limited to reviewing and providing input on erosion and sediment control, soils, native vegetation management on various contracts during contract development, attending preconstruction meetings and progress meetings for various maintenance and construction projects, field inspections and preparation of work orders, erosion and sediment control reports, soil analysis reports, inspection of plant materials, and construction documentation, maintaining detailed financial records, tracking project expenditures, managing inventory and equipment logs, and supporting the documentation and communication of administrative project data. The Prime firm must be prequalified in the following categories to be considered for this project: Special Services (Construction Inspection) Environmental Reports (Environmental Assessment) Special Studies (Location Drainage) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
