The project is intended to be provided as a complete turnkey design-build lump sum contract, including but not limited to provision of a complete design, permitting, demolition of the existing units, provision of new energy-efficient equipment, start-up, testing, commissioning, regulatory reporting, complete O&M documentation, owner training, and warranty for the new units.
