Site work for a water / sewer project in Allenport, Pennsylvania. Completed plans call for site work for a water / sewer project.
The project consists of the following: construction of ~700' of 8" PVC water main, new valves, a ire hydrant, service line reconnections, connection to existing water main, and testing along with related appurtenances and restoration to be turned over to the Mount Union Municipal Authority. This project is funded in part by a Community Development Block Grant (CDBG). A certiied check or bank draft payable to the order of The Huntingdon County Commissioners, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Afidavit with the bid. A Performance and Payment Bond in an amount equal to 100% of the amount of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder. Davis Bacon wages rates do apply for this project. Compliance with Act 127 of 2012 requiring all contractors and subcontractors to use e-Verify for veriication of employment eligibility for all employees will be required. Veriication form shall be provided to the Huntingdon County Commissioner's as a precondition of being awarded a contract. The Huntingdon County Commissioners are utilizing federal funds for this project and has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. The County, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Bids may be held by the County for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualiications of bidders prior to awarding the contract. The County reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement.
