The Engineer's Estimate is approximately $1.5 million. The project includes the following work: Replacement of approximately 6,315 lineal feet of storm sewer mains with 8-inch, 10-inch, 12-inch, 15-inch, and 24-inch PVC pipe; 29 inlets, and all related appurtenances, along the following segments within the western portion of the corporate limits of the Village of Montrose in Effingham County: West Mead Avenue, from North Maple Street to an intersection with its western loop, with an intersecting diagonal main running from northeast to North Boyd Street; North Boyd Street, from West Mead Avenue to National Road; West Oak Avenue, and north of West Oak Avenue, from North Maple to North Boyd Streets; North Maple Street, from north of West Oak Avenue to West Mead Avenue, and National Road, from Spring Creek Road to west of North Maple Street. A certified check or bank draft, payable to the order of Village of Montrose, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Specifically, the Contractor shall complete and return the Intent to Comply with Section 3 Requirements with their submitted Bid. Buy America Preference Certification The Build America, Buy America Act (BABA) requires that products purchased in connection with infrastructure projects funded by Federal financial assistance programs must be produced in the United States. Currently, the following products used in Federally funded infrastructure projects must be produced in the United States: Iron and steel; Specifically listed Construction Materials: Metals other than iron or steel (non-ferrous metals) Lumber Composite building materials Plastic and polymer-based pipe tube (e.g., PVC pipe) Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214]. The Village of Montrose reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the Village of Montrose for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
