Demolition, site work, paving and new construction of a mixed-use development in Sesser, Illinois. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; sidewalk / parking lot; road / highway; and road / highway.

This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035 The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 30, 2025, at 10:00 AM at the Region Five/District Nine Office in Carbondale. Phase I and II Engineering Services are required to perform work associated for the reconstruction of the bridges carrying IL 154 over Rend Lake and widening the Rend Lake causeway for the addition of a multi-use path along IL 154 for 2.61 miles from Fitzgerrell Park Drive to Rend City Road in Franklin County Phase I is expected to include the preparation of a Project Report anticipated to be a Federally Approved Categorical Exclusion, vertical and horizontal alignments, Bridge Condition Reports, Hydraulic Reports, Type, Size and Location (TS&L) plans for the bridge reconstruction (S.N. 028- 0050) and (S.N. 028-0051), structure and roadway borings (The Geotechnical work may require the use of a barge and/or other means necessary to obtain the required geotechnical information), location/drainage studies, environmental impacts and coordination, data collection, cost estimates, pavement design, typical sections, surveys (roadway, hydraulic, and bathymetric), utility conflicts and relocations, subsurface utility engineering (SUE) - Level B and Level D, roadway geotechnical report (RGR), and the preparation of Structure Geotechnical Report (SGR) and geotechnical reports as needed.
