Site work and paving for a road / highway in Orlando, Florida. Conceptual plans call for site work for a road / highway; and for paving for a road / highway.

The Village of Cary Department of Public Works (hereafter Village) is seeking phase II engineering services for its Maplewood Access Road Extension Project. The selected consultant shall perform and carry out, in a professional and satisfactory manner, the necessary services required to complete the project. The Village shall provide a Capital Projects Manager to assist the Consultant in Village interpretations. The services to be provided related to this Request for Qualifications (RFQ) are described in the Minimum Scope of Services section of this RFQ. All work must adhere to local, state, and federal codes and standards as required. Currently, to access the Metra Station and the parking north of Main Street, there is one access point near the railroad tracks and a second access point at High Road which provides the only exit for the area. This project proposes to improve mobility to enhance the quality of life for the area by creating a road connection between West Main Street and Cary Algonquin Road running along the south side of the Metra UP Northwest Line train tracks. The new roadway would create greater access for pedestrian and bicyclists to the Downtown area. The new roadway would also support the future redevelopment of the former Maplewood Elementary School property. The minimum scope of services is being solicited as follows. Minimum Scope of Design Engineering Services Meet with Village stakeholders to develop and review conceptual design, schematic design, design progress drawings, and construction documents. Assist with land acquisition, as needed. Schedule and conduct project progress meetings. Develop detailed project plans and specifications. Develop construction documents and specifications. Conduct at least one site visit and assess the project area. Provide product and design recommendations for project features such as, but not limited to, street identification signage and accessible pedestrian signals. The Consultant shall coordinate the project with the Village, County, and State needed. The selected Consultant shall attend with Village staff all appropriate meetings with other agencies involved to ensure appropriate project coordination. Provide a project design schedule with recommended meetings and review dates based on the estimated construction bid award timeline. Agency and Utility Coordination. The Consulting Engineer shall have successfully completed a minimum of three projects of the same type and size as these improvements. The Village reserves the right to reject any or all submittals, to waive any or all technicalities, or to accept the submittal deemed most advantageous to the Village. 1. The Village reserves the right at any time and for any reason to cancel this QBS or any portion thereof, to reject any or all submittals, or to accept an alternate submittal. The Village reserves the right to waive any immaterial defect in any submittal. The Village may seek clarification on a submittal at any time and failure to respond promptly may be cause for rejection. 2. The Village will not be liable in any way for any costs incurred by respondents in replying to this QBS. A detailed project location is provided below in the Project Description. The purpose of the project is to improve and enhance the connectivity, mobility, and parking systems in the Downtown area. The extension roadway would create greater access for pedestrian and bicyclists to the Downtown area. The new roadway would also support the future redevelopment of the former Maplewood Elementary School property. The consultant shall be responsible for completing all facets of the project's design. The Village aspires to begin design of these improvements in the Fall of 2025. The consultant shall provide design services, including design development, design intent drawings, plan specifications, design renderings, and cost estimates. Cost estimates shall be provided at 30%, 60%, and 90% design milestones. One (1) submittal shall be provided for design services and shall not exceed ten (10) pages total. Submittals shall include an anticipated design schedule with milestone dates for 30%/60%/90% design drawings and bid phase activities. Services, excluding any property acquisition which may be required, shall be substantially completed no later than December 2026. The method of Contractor Selection has not been Determined at this time.
