A certified check or bank draft drawn on a solvent bank in the State of Michigan payable without condition to the OWNER or a satisfactory bid bond executed by the bidder and a surety company, in an amount equal to 5 percent of the bid shall be submitted with each bid. The successful bidder will be required to furnish a satisfactory Performance Bond and a Labor and Material Bond in the amount of 100 percent of the Contract price. Bond forms are included in the Contract Documents. The OWNER reserves the right to reject any or all bids and to waive any irregularities in bidding. The use of local contractors and labor is encouraged. If any person contemplating submitting a bid for this Contract is in doubt as to the true meaning of any part of the plans, specifications, or other proposed Contract Documents, he may submit to the OWNER a written request for an interpretation thereof. The person submitting the request will be responsible for its prompt delivery.Any interpretation of the proposed documents will be made only by addenda duly issued or delivered to each person receiving a set of such documents. The OWNER will not be responsible for any other explanations or interpretations of the proposed documents.
