A cashiers' check payable to the Village of Matamoras or a Bid Bond executed by the Bidder and a Surety Company approved by the Village, in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidders entrance into a Contract, if given the award. No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
