No bidder may withdraw his bid within 45 days of the date of the receipt of bids. *The right to reject any and all bids, to waiver any inconsistencies in, or to make any award to other than the low bidder, should it be deemed to be in the best interest of the City of Jamestown, and in accordance with the law, are herewith reserved. The Project consists of furnishing and installing Cured-In-Place Pipe (CIPP) in deteriorated storm sewer pipes at various locations within the City of Jamestown. Work locations are described within the Description of Bid Items and shown on the drawing in the back of this project manual. Every request for an interpretation shall be made in writing to the OWNER and must be received by the OWNER five or more business days prior to the date set for the receipt of Proposals. If an interpretation is deemed necessary or appropriate by the OWNER, the interpretation will be in the form of an Addendum to the Contract Documents and when issued will be on file at the offices of the OWNER and the CONSULTANT at least twentyfour (24) hours before Proposals are opened.
