Site work, paving and new construction of a mixed-use development in Le Mars, Iowa. Completed plans call for site work for a 1,628-square-foot, one-story above grade water / sewer project; sidewalk / parking lot; for paving for a sidewalk / parking lot; for the construction of a playground / park / athletic field; and playground / park / athletic field.
The O'Toole Park Improvements project includes the construction of a new park pavilion with three restrooms, mechanical room, and covered seating area. New play areas and spray pad will be included with corresponding sanitary, storm, and water utility connections. Concrete parking stalls will be added along Central Avenue NW in addition to new sidewalk connections and plaza spaces within the park. Installation of shade sails, park signage, seat walls, street clock, and other park amenities. Each proposal shall be accompanied by a bid bond, certified check, cashier's check or certified share draft in a separate sealed envelope, clearly marked "Bid Bond" or Bid Security", in an amount equal to three percent (3%) of the total amount of the proposal. The certified or cashier's check shall be drawn on a bank in Iowa or a bank chartered under the laws of the United States of America, or the certified share draft shall be drawn on a credit union in Iowa or chartered under the laws of the United States and payable to the City. Said check or share draft may be cashed, or the bid bond forfeited as liquidated damages in the event the successful bidder fails or refuses to enter into a contract within ten (10) days of issuance of a Notice of Award and post bond satisfactory to the City insuring the faithful fulfillment of the contract and maintenance of said improvements as required by law. The bid bond should be executed by a corporation authorized to contract as a surety in the State of Iowa and must not contain any conditions either in the body or as an endorsement thereon. The successful bidder will be required to furnish a corporate surety bond in an amount equal to one-hundred percent (100%) of the contract price, said bond to be issued by a responsible surety approved by the City, and shall guarantee the faithful performance of the contract and the terms and conditions therein contained, the payment for materials used in the project and the maintenance of said improvements in good repair for not less than one (1) year from the time of acceptance of said improvements by the City of Le Mars. The Owner reserves the right to reject any or all bids and to waive informalities and to hold and consider the bids for 45 days after the date of the bid opening. The contract will be awarded to the lowest, responsive, responsible bidder. Liquidated damages in the amount of Five-Hundred Dollars ($500) per calendar day will be assessed for each day that the work shall remain uncompleted after the end of the contract period, with due allowance for extensions of the contract period due to conditions beyond control of the Contractor. Project Scope: The O'Toole Park Improvements project includes the construction of a new park pavilion with three restrooms, mechanical room, and covered seating area. New play areas and spray pad will be included with corresponding sanitary, storm, and water utility connections. Concrete parking stalls will be added along Central Avenue NW in addition to new sidewalk connections and plaza spaces within the park. Installation of shade sails, park signage, seat walls, street clock, and other park amenities will be included within project scope. The site is located at the O'Toole Park in Le Mars, Iowa. The project site is bordered by a fence line to the north, 1 st Avenue NE to the east, existing residences to the south, and Central Avenue NW to the west. At the time of drilling, the surface cover at the boring locations consisted of grass or playground sand. The site was relatively level with approximately a foot of elevation change between the boring locations. The site surface was firm at the time of drilling; however, the drill rig did experience moving around the site in the area of Boring B3 due to loose sand and the boring was hand augered.
