Site work and paving for a mixed-use development in Ellwood City, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.
As of October 1, 2025, the project has been awarded to Mahoning Builders Inc. with the awarded amount of $97,899.89. Work is described in general but is not limited to Ellwood City Borough is a direct entitlement community and would like to improve ADA curb ramps at intersections throughout the Borough. This project will use funds to bring intersections in the Borough LMI Census Block group up to ADA Standards. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. A satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid.
