Partial rebuilding of the existing Condenser water pumps (CWP) 6 (UMA242000185), 8 (UMA242000187), 9 (UMA242000188), 10 (UMA242000189), 11 (UMA242000190), assembly, including strainer and pump cleaning to remove heavy scale buildup that restricts water flow and preventing the pump from reaching its design flow rate. 2.0 Scope of Work: The Contractor (KTR) shall provide all labor, materials, equipment and supervision necessary to complete the following: 2.1 Contractor shall provide all submittals and outages to the Contracting Officer's representative and receive approval prior to commencement of work. The KTR is not permitted to commence work until the outage(s), schedule, and material submittals are approved. 2.2 The Contractor shall subcontract all after-hours and weekend work involving utility service disruptions - such as water or electrical outages - to the Base Facilities Support Contractor, in accordance with NAVFAC policy and installation coordination procedures. The Contractor shall be fully responsible for all associated costs, including labor, materials, equipment, and coordination efforts required to support utility shutdowns or access. All work shall conform to applicable NAVFAC UFGS specifications, base-specific coordination requirements, and provisions of NAVFAC P-100. 2.3 Contractor will not be provided a material laydown area. 2.4 Contractor shall ensure all work complies with local building codes, regulations, and environmental guidelines. Contractor shall adhere to all applicable environmental regulations and guidelines governing the handling, disposal, and storage of materials used in the project. 2.5 Contractor shall have certified personnel perform all work and verify that the certification is current and in compliance with applicable industry standards and regulations. Contractor must provide certificates to the Contracting Officer's Representative prior to commencing work. 2.6 Contractor shall comply with the following standards and regulations during the execution of this work: _ EM 385-1-1, U.S. Army Crop of Engineers Safety and Health Requirements Manual _ NAVFAC MO-324, Inspection and Maintenance of Mechanical Equipment (as applicable) _ OSHA _ UFC 3-430-08N, Central Heating Plants (as applicable) _ NEC (National Electrical Code) _ Applicable ASTM and ANSI standards for mechanical components, fasteners, and pipe materials Question Deadline 08/11/2025 at 12:00 PM ET All inquiries must be made in writing and shall be submitted via email to the asim.s.scipio.civ@us.navy.mil . A response will be published no later than 14 August 2025 via an amendment . In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the Government desires completion of construction within 180 calendar days after award (includes 15 calendar days for submission and approval of bonds and insurance). Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages - Construction, Liquidated Damages will be assessed in the amount of $350 for each calendar day of delay. In accordance with FAR 28.101-4 and FAR 52.228-15 Performance and Payment Bond - Construction, Performance and Payment Bonds, Bonds (Standard Form 24) in a penal sum equal to at least 20 percent of the offer price or $3,000,000, whichever is less are required from the awardee and shall be submitted for approval to the Contracting Officer within 10 days after award of the Task Order. Commencement of construction is contingent upon approval of required bonds. An electronic copy of your bid bond must be submitted with your proposal. A hard copy of your bid bond will be requested from the apparent awardee upon confirmation of their price and must be submitted to the PCO office within one (1) buisness day from time of request. Failure to submit an electronic copy of your bid bond with your proposal will result in your proposal being deemed non-responsive and your proposal removed from consideration. Estimated Budget Amount or Price Range: In accordance with DFARS 236.204 (or FAR 36.204, depending on project size) Disclosure of the Magnitude of Construction Projects, the estimated price range for these projects is between $500,000 and $1,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
