Reference Number 0000394920 Question Deadline 08/18/2025 at 4:00 PM CT Questions are submitted online Yes The Okaloosa County Board of County Commissioners is soliciting Statements of Qualifications from interested firms detailing past performance, technical and resource qualifications to represent the County and provide Design through Construction Phase Services to expand the RON Parking Apron at the Destin - Ft Walton Beach Airport (VPS). The scope of this project consists of professional architectural and engineering services for design, grant, bid phase services, and construction phase services for the expansion of the RON Parking Apron at the Destin-Fort Walton Beach Airport. The commercial service apron at VPS is located south of the Terminal, surrounding the concourses. The original apron consisted of 61,227 square yards of concrete pavement and was expanded to the west in 2003 with 12,500 square yards of asphalt pavement and concrete hard stands for five additional gates to bring the current total number of gates to 14. An additional 9,200 square yards of concrete pavement was constructed in 2007 as part of the South Apron Expansion. Currently the apron consists of 82,927 square yards of concrete and asphalt pavement, with an average thickness of 12-14" for the parking and maneuvering of commercial aircraft utilizing the terminal for passenger activities. An additional 5,694 square yards of paved shoulders is located around the apron. Due to its configuration and relationship with the terminal, only about a third of the apron area is available for active terminal parking with taxi lanes also incorporated. The pavement area immediately around the Concourse is active terminal gate parking, and ground service vehicle lanes, apron taxi lanes, and in-bound/outbound baggage as well as commercial delivery areas. Beyond the taxi lanes on the east side is a two-position Remain Overnight (RON) parking area for use by diverted aircraft, or other aircraft requiring extended parking such as maintenance delays. The existing RON apron comprises approximately 9,498 square yards of concrete pavement in good condition with fixed ground power units and area lighting. The RON apron expansion would expand the current RON apron to allow for three additional aircraft to be parked, whether awaiting an open gate for arrival or various maintenance issues without tying up a useable gate. In addition to the apron pavement, the project will include rehab of existing ground power service and addition of new permanent GPUs for the added RON spaces, along with area lighting on high-mast poles that remain below the Part 77 surface for Eglin's Runway 12-30. Additional shoulder pavement area for storing GSE and stormwater permitting/modifications will also be involved with the project as the impervious surface is increased. The last project scope component will include a clamshell or similar design prefabricated tent structure or shelter to provide a more suitable area for performing maintenance actions protected from the weather.
