Site work, paving and outdoor lighting for a mixed-use development in Camden, New Jersey. Completed plans call for site work for a water / sewer project; sidewalk / parking lot; for paving for a sidewalk / parking lot; playground / park / athletic field; and for outdoor lighting for a playground / park / athletic field.

Construction of North Camden Waterfront Park. The park improvements will include a greenway path. lighting, fencing, landscaping, stormwater improvements, parking lot construction, and the construction of a fixed and floating docks. Removal of debris throughout the site is required as well as placing one (1) feet of certified clean topsoil for the purpose of "Capping" historic fill. All material removed from site must be disposed off at a licensed facility. This project requires a Disadvantaged Business Enterprise (DBE) goal of 5%. The number of training positions will be 0 (where feasible, consisting of at least Zero (0) Apprentices and Zero (0) Apprentice Graduates of the P.A.P and/or Trainees (Total Trainee Hours = 0). Each bid must be accompanied by Certified Check, Cashier's Check or Bid Bond to the order of the City of Camden, in the amount equal to ten percent (10%) of the sum of the bid but not in excess of $20,000.00 together with a non-collusion affidavit. Bid Bonds may be submitted electronically via a digital bond within the Bids&Tenders solicitation or uploaded in the document section of the solicitation. Paper bid bonds, certified checks or cashier's checks payable to the City of Camden may be mailed or dropped off in a sealed envelope bearing the name and address of the bidder and contract description on the outside to: Purchasing Agent C/O City Clerk, City of Camden City Hall, Room 105, Sixth and Market Streets, Camden, New Jersey. Regardless of the method of submission, bid bond must be received by Purchasing prior to the bid opening. The Bidder to whom the City of Camden proposes to award the Contract will be required to furnish Performance, Maintenance, and Payment Bonds and the necessary insurance certificates as prescribed in the specifications upon the execution of the Contract. Bidders must submit complete and detailed specifications of the product or service, which Bidder proposes to supply. In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such licenses as required by State Statutes, and federal and local Laws and Regulations. The Bidder must produce current "Certificates of Registration" from the New Jersey Department of Labor and Workforce Development for itself and each of its subcontractors. The attention of Bidders is particularly called to the requirements as to the conditions of employment to be observed and the minimum wage rates to be paid under the contracts as determined by the New Jersey Department of Labor and Workforce Development (N.J.S.A. 34:11- 56.25 et seq.) and/or with the provisions of the Davis-Bacon Act (40 U.S.C. 3141-3144, and 3146- 3148) as supplemented by Department of Labor regulations (29 CFR Part 5, "Labor Standards Provisions Applicable to Contracts Covering Federally Financed and Assisted Construction"). Bidders are also required to comply with the requirements o f Affirmative Action Regulation of N.J.S.A. 10:5-31 et seq. (P.L.1975, c.127) and Affirmative Action Compliance NJAC 17:27-1 et seq. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A.19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award.
