The Housing Authority of Middlesboro is requesting proposals from interested firms to provide architectural / engineering services (A/E) for up to 5 modernization programs funded by the Capital Fund Program. The contract will start with CFP KY019-501(24) from the U.S. Department of Housing and Urban Development (HUD), and continue on a year-to-year basis through the CFP KY019-501(28). The construction budget amount for Year 1 of this project is budgeted at $1,000,000 (but is subject to change and renegotiation). The construction budget amount and the scope of work for Years 2 thru 5 is not known, but proposing firms are to base their proposals on an amount of $1,000,000. The amount given for 2025 thru 2028 is only an estimate and the actual contract amount for Years 2 thru 5 will be negotiated to reflect the actual construction budget amount. However, the HA also reserves the right to entirely reject and re-solicit proposals for any remaining years if they determine it is in the best interests of the PHA, or if the actual funding amount varies substantially from the construction budget amount of $1,000,000, or if the A/E's performance in Year 1 (2024) is not to the satisfaction of the PHA. Proposing firms should submit and prepare their proposals accordingly. Architects will be required to be registered for practice (licensed) in the State of Kentucky, carry Professional Liability Insurance and certify that you are not debarred, suspended, or otherwise prohibited from professional practice by any Federal or State agency.
